WASHINGTON LETTER.
From our regalar correspondent

Washington, September 24 1688.
Senator Tost bailded bettor than
bo knew, when, in a speech in the
Senate, he taunted the Repiblicam
Senators into acknowledging that
•hey had no intention of reporting
a substitute for the Millo bal ai the
present session, it was a moat ha

rcpubliean Senators can be, when

commands. Not two weeks ago the
repnbliean Senators in eaneus deci

days, and now Senators of such high
prominence as Sherman, Allison and
Hiscock hare to get up and admit
that they do not intend to report a
bill at this section. It was a great
triamph for Biaine, but how humil~
ating it mast have been for the Sen
ators. The reason which they gire
for not reporting the bill is perfectly
absurd—the lack ot timo. Pray
what hare they been doing since last
December, for it was just as wefi
kaewn on the first day of the Fiftic b
Congress that the Democrats of t he
Huwse intended to perfect and pass
a tariff bill as it was on that warm
in last July when the House
