that journal dated the fourteenth of the

Austria's Position Defined.
Yienka, February 19.—Prince Aurs
berg, President of the Austrian Council
of Ministers, in Teply to an interpellation
in the lower house, óf the Reichstag to-
day, said the government on being in-
formed of the preliminaries of peace,
frankly stated its position regarding
them, declaring it could not consider as
binding any arrangement between the
belligerents affecting the interests of this
monarchy or the rights of the signato-
ries of the Treaty of Paris so long as
such arrangements were not agreed to by
the^powers. At the same time the gov-
ernment took the initiative in the con-
vocation of an European conference
The standpoints of the government re-
garding the peace basis and its proposal
for the assembling of & conference were
accepted by all the Cabinets. Russia
declared in favor of a congress and not
a conference, and that it should not in
the capital of any of the signatory pow
ers. He Said negotiations oa this subject
are fast approaching conclusion. We
expect an early meeting of the congress,
consequently the government is not in a
position to make a detailed statement of
its views. It is boqud, however, to de-
clare generally that it cannot regard
some of the peace stipulations as conso-
nant with tile interests of the monáreby.
The government confidently hopes the
European council will reach an under-
standing and solution satisfactory to all,
in which case the Government will con-
sider it its duty and mission to secure
due recognition of the political and ma-
terial interests and dignity of the mon-
archy.

ter the Dardanelles lest it should increase
complications.

ent, who has been remarkably favored
with the diplomatic movements; besides

at a subsequent council & was decided to
refer the question to Piince Bismarck;
that his good office^ resulted in Russia
consenting to an early meeting of the
CoDgres3, and that all danger of an Aus-
tro-Rassian conflict was avoided, and the
chances of an Aagro-Austrian alliance
greatly diminished, and asserts that Rus-
sia eagerly deferred to Prince Bismarck'
views, when the latter, at Austria's soli-
citation, intimated to Prince Gortscha-
koff that he was straini ng the situation
beyond reasonable bounds. The corres-
pondent adds that a rapture between
Austria and Russia was imminent a week
ago, and in place of the £aiaer-Bund, an

Castbovillk, Feb. 18, 1878.
A bold attempt «I jail delivery oc-
curred at this place last night, as sheriff
Niggli was giving information about an
attempt at a jail delivery a few nights
ago, when four mounted men were seen
to approach the jail. He was thereupon
notified that Bomemen were in the jailer's
room, and knowing the jailer was ab-
sent, at once repaird to the prison to in-
vestigate, and was confronted by a man
on the floor. He fired, t>nd the man fell
wounded—it is thought mortally—the
baU having passed through from left to
right side near the region of the kid-
neys. It was Jasper Merritt, who, with
King Fisher and Frank Ankrúm, had
succeeded in effecting an entrance into
the jailer's room, which is over the cells,
where the' officers keep all their arms.
The firing caused the hasty retreat of
Pisher and Ankrum, who left a shot-gun,
ammunition and pistol behind , Sheriff
Hamilton, of Bandera, Deputy Sheriff
Windus, of Kinney, and Marshal Hoog,
were promptly on the spot, together with
other officers, and a large concourse of
- people, who all agree that the intrepidity,
fearlessness ond devotion to duty of
Sheriff Niggli alone prevented the escape
of three . noted desperadoes. Joe Biry
deserves the thanks of this community
for his timely assistance in this affair,for
he it was that first reported to Niggli
This is Merritt's second attempt to
escape. He is charged with theft, Fisher
with several murders, and Ankrum with
«tempting to release prisoners while a
constable. Merritt still lives, and the
doctor says his recovery is possible.
The First Ballot.

Bishop Dupanloup's organ, says a large
majority of the conclave seems seenred
to partisans of the statu quo. Two car-
dinals appear to advocate a struggle a

A correspondent says the uncompro-
mising party are divided, some favoring
Cardinal Bilio for the papacy and some
Cardinal SimeonL The moderates hesi-
tate between Cardinal Pecci and Franchi
The first ballot will be held to-day be-
tween ten and eleven o'clock. The only
cardinal who has not arrived, or who is
not expected, is Cardinal Godfoi Bros
sags St. Mare, who is ill.
