our citiaens to seiznro of their perrons and
property, iind to subject their honses to un-
reasonnble search without warrant and with
no probable cause, supported either by oath
or affirmation.
Third—That said police have without war

fense, nd even when no otTensie had been
committed arrested and imprlnoned onr citi-
zens and have extorted from them a* the
terms of release a large sumol money, refus-
ing them Me benefit of counsel or trial with-
out being confronted by their accusers or the
witoeses against them, nod under a threat of
trial by court martial If they refuse the re-
quired sum.
Fourth—Tho Legislature has bv enact-
ment in violation of a plain constitutional
provision, authorized the Govenor. to remove
officers elected by the people and appoint
snon ofhisown obo'teo in their placo, which
power he has repeatedly exercised.
Filth—The Legislature has authorized the
Govoaor to appoint thirty £vo district at-
torney* when *th« constitution of the State
provides that thev shall bo elected, and he
hut) exercised this power and causes these
officers bo illegally appointed tc be paid in
the aggregate forty-two thousand dollars
annually out of tbe State treasury, thereby
violating the constitution, aud plundering tho
people.
Sixth—The Legislature has virtually
abolished every check that secure* ti* e pur-
ity of the ballot-box, and throws .difficulties
in tho way oi a full vote by compp mg the
people to vote at but one precin< in each
county on ticket* that are not no bored for
future identification, thereby re dering the
detection of official fraud* imr ssible, fail-
ing to adopt a difieren!-mode 01 voting as au-
thorized by tho Constitution.
Seventh—-The Radloal party of the Slate
hss obtained power by fraud and intimida-
tion. TJie Legislature socks to perpetuate
this power by making (he ele Uve franchise
dependent on the caprices and registrar*
subject to appointment or removal at the
caprIco oí the Govenor.

Representatives in utter dUregard of the
laws regulating contested election*, and
without complaint in tho manner and time
prescribed by law, and ex parte statements
or affidavits deprived members oftheir seat
and their constituency of representation in
the Legislature, with tho intention of secur-
ing for the Radical party a majority in
that bodv *
Ninth—That having been elected for a
.term of two years they have continued their
'existence as Legislature for three years in
an enactment of their own body.
Tonth—Ik order to subsidize and corrupt

in each Judicial District to advócate the in-
terests of the Radical party, aud although
many of them had at the time of
their establishment no circulation, In order
to give them money and support they bav-
compolled public or private aales ordered
by court and sales nader execution in and
county of the respective district, to be pub-
lished in the paper of tbe district at a great
expense to the wldown and orphans or do-
ceased persons and of creditors of their es-
tatus although notn single copy of the sale
