gone to the other extreme of inserting
arguments that were wholly irrelevant,
or that were unimportant, or without
particular point. Messrs. Robards and
Jackson seem to have avoided both ex-
tremes, and have only given such ar-
guments and authorities, cited and ar-
gued at the bar, as are necessary for
the proper understanding of the case,

Southern Farmer.—This new agri-
cultural paper, lately started in. Mem-
phis; Tenn., by Dr. M. W. Phillips, of
Hinds county, Miss., we heartily re-
commend to the Southern public. We
have not yet received a number, but
the detail of some competent officer or
soldier of the army, or by the appoint-
ment of some other person to perform
the same, and to fill vacancies occa-
sioned by death, resignation or other-
wise.
Sec. 3. That the General of the army
of the United States shall be invested
with all the powers of suspension and
removal, of appointment and detail,
provided in the preceding section to
district commanders.
Sec. 4. And be it 'further enacted,
that the acts of the officers of the army
already done", in removing from said
districts, persons exercising the func-
tions of civil offices and appointing
others in their stead, are hereby con-
firmed, provided that any person here-
tofore or hereafter appointed by any
district commander, may be removed,
either by the military officers in com-
mand of the district or General of the
army. And it shall be the duty of such
commander to remore frena office,- es
aforesaid, all persons who are disloyal
to the Government of the United
States, or who use their official influ-
ence in any way to hinder, delay, pre-
vent or obstruct the just and the prop-
er administration of this act anil the
acts to which it is supplementary.
Sec. 5. That the boards of registrars
provided for in the act entitled an act
supplementary to an act entitled an
act to provide for a more efficient gov-
ernment of the rebel States, passed
March 23d, 1867, shall have power,
and it shall be their duty, before allow-
ing the registration of any person, to
ascertain, upon such facts or informa-
tion as they can obtain, whether such
person is entitled tobe registered under
said act, and the oath required by said
act shall not be conclusive on such
question, and no person shall be regis-
tered unless such board shall decide
that he is entitled thereto. Such board
shall also have power to examine un-
der oath, to be administered by any
member of such board, any one touch-
ing the qualification of any person
claiming registration, but in every case
of refusal by the board to register an
applicant, and in évery case of striking
his name from the list, as hereinafter
provided, the board shall make a note
or memorandum of such act, whieh
shall be returned with the registration
to the commanding Genejrai of the dis-
trict, setting forth the grounds of such
refusal or such striking from list, pro-
vided that no person shall be disquali-
fied as members of any board of regis-
tration by reason of race or color.
Sec. 6. That the .true intent and
meaning of the oath here prescribed
in said supplimentary, is among other
tilings, that no person who has been a
member of the legislature of any Stats,
or who held any office, judgeship or ef-
fect whatever, if he has token an oath
to support the Constitution of the Uni-
ted States, or not, whether he waB
holding such office at the commence-
ment of the rebellion, or had held it
before, and who was afterwards en-
gaged in insurrection, or rebellion
The volume contains the cases argu-
ed and decided during the Austin ses-
sion, 1861: Galveston, Tyler and Aus-
tin sessions, 1862 ; Galveston and part
of Tyler session, 1863, embracing some
very important decisions.
The volume was. printed at Austin,
by Joseph Walker, the State Printer,
and the mechanical execution of the
work does great credit to his establish
ment. It is printed with care, on good
paper, and we have noticed no typo-
graphical errors.— Waco Register.

were unpaid for, but-were agreed to be paid
for by the said Boulda Baker and F. P. Saw-
yer. Said petition also charges F. P. Sawyer
with fraud in attempting to evade the pay-
ment of this and other debts, and asks for pro-
cess of injunction against.the said F. P. Saw-
yer to stop these fraudulent proceedings.
These are therefore to command yon to
summon the said F, P. Sawyer to appear at
the next term of the District Court of Travis
County to be held at the Court-house thereof
in the city of Austin, on the first Monday in
September, 1867, to answer the petition of B.
A. Rieher and 0L E. Hall on file m the Clerk's
office of said Goart, by causing this citation
and brief statement to be published in some
weekly newspaper, published in Travis county,
Texas, for four successive weeks prior to the
return day thereof.

it has been made, known to
that one OSCAR ROSE, one JOHN
)N, and one JIM PORTER, did,
of the 26th day Jane, 18S7,
the jail of McLennan county and escape
therefrom; the-said Rose, and the said Bur-
leson being confined therein on the charge
of murder, and the. said Porter on the charges
of horse stealing, all of whom are now fugi-
tives from justice:
Now, therefore, I, JAMES W, THROCK-
MORTON, Governor of the State of Tews, do,
by virtue of the authority in ma vested, offer
the following rewards for the arrest and de-
livery of said fugitives to the Sheriff of said
county of McLennan, inside the jail door,
to-wit:
For the arrest and delivery as aforesaid of
Oscar Rose, three hundred dollars. For the
arrest and delivery as aforesaid of John T.
Burleson, three hundred dallare. F(?r the
^rrest and delivery as aforesaid of Jim Porter,
qne hundred dollars.
In testimony whereof, I have caused
the Great Seal of the ¡-tato to be
ÍL. S.I affixed, at Austin, this 9th day of
July, 1867, and in the year of the In-

high, Weighs about one hundred and seventy
pounds, light hair, blue eyes, fair complexion.
JOHN T. BURLESON is about six feet two
inches high, lair complexion, blue eyos, brown
•hair, weighs about one hundred ana seventy-
1 five pounds, about 23 years of age, and by pro?
fession a gambler.
JIM PORTER is about six feet high,
about one hundred and eighty pounds
completion, black hair, Hgfit haxel eyes, a
deep scar caused by a cut, on one of 1
disfiguring the little finger and the one next
to it, and apparently disabling both.

high, about JO years old, ball face, one eye
out and feet and legs white up to knees,
branded JHL, connected, on shoulder, spanisli
brand on hip. Sold horse is posted by Jopas

liams, complaining that the said W. B. Wil-
liams did, w the latter part of the year 189$,
take one Gray Mare away from the aforesaid
county, the property of said B. Silliman, and
has never returned bar. n >r the value thereof;
that the value of said inare is about $95
(ninety-five dollars), fad that the whole
asaoHEt is due and unpaid, and oath having
been made according to law that the said w:
B. Williams secretes himself so that the ordi-
nary process of law cannot be served upon
him,
Yqu are hereby commanded to summon the
said William B, Williams by making publica-
tions in the " State Gaxette," a paper pub-
lished in the city of Austin, Texas, for four
weeks previous to the return day hereof, to
appear before me at the Court Bouse of said
county, in the town ef Blanco, on the FIRST
SATURDAY IN SEPTEMBER NEXT, 180?,
at 10 o'clock A. M., to answer to said account,
and have you there and then this writ, certi-
fying how ygu have executed the same.
Given under my offioial hand this the 24th
day of June, A. D. 1867.

that the said Hudson Farmer is now a fugitive
from justice :
