and Grent Northern Railroad Com-

question being en the adoption of the
minority report. Senator Braswell

requiring the State Comptroller to

railroad in the State.

Public Lands, reported favorably on
bills for relief of John Hillhouse and
Paul Dry.
Mr. Hollinquist introduced a joint
resolution authorizing the Comptrol-
ler to issue his order on the Treasur-
er to pay to each county its distrib-
utive share of school fund now due
and unpaid.
Mr. Smith of Harris, from com-
mittee on Federal relations, report-
ed on communication of Mr. Seward
to Gov. Throckmorton, covering a
14th Article proposed as an amend-
ment to the Constitution of the U.
States, and submitted to the several
States for their action, suggesting
causes why this amendment should
not be concurred in by the people of
Texas, and recommending that the
same be rejected : report adopted by
a vote of 67 ayes—5 noes.
Also, introduced a joint resolution
to reject the 14th Article proposed
by joint resolution of Congress as an
amendment to the Constitution of the
United Stated: resolution adopted
by vote of 67 ayes and 5 noes.

Senator Coppedge offered a reso-
lution requesting the committee on
State Affairs to consider the import-
ance of guarding the State against
frauds and losses by corporations
and railroad companies, whose bonds
may be guaranteed by the State un-
der general provisions of the Consti-
tution ; and that tbey further con-
sider of the manner and time of
making reports of the financial con-
dition of railroad companies, and
how the same - shall be published ;
also, what regulations of law are ne-
cessary to enable the State Comp-
troller to take possession of railroad
bonds guaranteed by the State, in
default of interest paid, &c., and to
report by bill or otherwise: resolu-
tion adopted.
On motion of Senator Record,
House bill incorporating El Paso
Irrigation and Manufacturing Com-
pany was taken up, with amend-
ments recommended by committee
on State Affairs—on motion of Sen-
ator Shelley, the amendment recom-
mended was further amended and
adopted ; and, pending other amend-
ments offered, on motion of Senator
Guinn, the bill and amendments were
referred "to committee on Internal
Improvements.

the manufacture of iron by the State;
on motion of Senator Guinn, the bill
