AX ACT to pmnitk Emumriet from the
North against fhe Institution of Slavery.
Whereas, Tlie recent invasion of the
Territory of Virgiuia, by John Brown and
his confederates, for the pnrpose of excit-
ing a servile Insurrection against the
cherished institutions of the South, and the
startling disclosures made by the confes-
sions snd correspondence ef said Brown
and his confederates, art well calculated to
excite the indignation of every patriotic
heart; and whereas said developments dig-
close the ¿act that men who havp been in
high places in the country, and Still have
the confidence of large numbers, of their
fellow citizens, sympathised with the trai-
tive to a change in the Patent Ofioe, re-
marks :
The increasing number of inventions,
{with the immense monetary inteie-its in-
volved in questions relating to renewals of
patenta and to interferences, has fur years
rendered it necessary thst remedial legisla
tion in the premises that partisan agitations
in Congress bave hitherto frustrated. The
new bill recently introduced by Senator
Mallory embraces those reforms that the
experience of the officials at the Patent
Office indicates aa necessary.
