\* * * When it was ordered by
the Town Council of the town of Hal-
letsville in pursuance of an act of the
Fourteenth.- Legislature of tho State of
Texas, entitled "An act to provide for
tho amendment of town and city char-
ters," approved April 24, 18M, that
the following amendineut to the town
charter of Halletsville, approved Aug.
13, 1870, be submitted toa vote of the
qualified electors of said town for ratifi
cation or rejection at an election to be
held in the town of Halletsville on the
16th day of November, 1874; said
amendment to bo numbered Section IX
of the above recited charter, and the
same to rend as follows, vis:
Sec. IX. «That the Mayor and board
of Aldermen, constituting the town
council of said town, be and they are
hereby empowered to levy an annual
capitation tax of one dollar upon every
male inhabitant of said town over the
age of twenty-one, and nnder the age
of sixty years, and a tax of not exceed -
ing one halt ot one per centum per an-
num upon all the taxable property
situated in said y>wn, for the ptirposcs
of maintaining said corporation, and for
works of internal improvement; provi-
ded however that said tax bo levied only
wheu in the opinion of a majority of
said town eonncil tba same becomes
necessaty, and protided further that
this amendment tale effect and be in
force from and after, the let day of Jan,
18?5, said tax when levied tobe asa
