AVe have referred to elsewhere,
were perfectly delighted with our city.
As Mr. Kimball remarked the change
i'roin a severe snow storm on Wednes-
day, to our balmy and perftnne laden
breezes on Friday, was so great that
há could scarcely realize it to be a fact,
and not a dream. Their visit will, we
believe, be of much benefit to us, the
establishment of the examining board
here, and the positive instructions
given that the rules must be carried
out,'Will prove a good thing in our
opinion; but the most important fact is
that they have seen the necessities of
our eitv and const, and we predict that
a steam revenuo cutter will be 011 this
station iu less than eighteen months,
which will be of incalculable benefit to
the business and commerce of the port.
We trust that the gentlemen may have
a safe and pleasant journey home, and
that this will not l>o the Inst time we
shall see them iu our island city.
Our Publio School*, and Why the Teaoheri
are not Paid.
The Galveston jS'ws of yesterday
publishes several communications rela-
live to the public schools and their ru-
mored' closing. In commenting the
Xoiv* is very anxious to know why the
teachers have not been paid, and calls
upon the school board to "rise and ex-
plain."
Now we can tell this newly fledged
advocate of free schools why it has not
beeu done; it is because of the howl
against the tax, preventing the collec-
tion ot' the same—a howl of which the
Galveston Kvicm has been the most per-
sistent uttcrcr: it is because of the tax-
payers of this city refusing to pay a
tax which the courts have decided to
be legaf and constitutional; it is be-
cause your Democratic sheriff, Mr. Jo-
seph Atkins ha not made the nUghte«t
etfort to collect the tax. It is because
Sir. Willard Richardson, proprietor of
this loud-mouthed journal has not, we
are willing to bet our pile, paid hi
school tax.
The poor men of Galveston have
paid the money which has supported
the schools to the present time. The
Strand merchants—the wealthy prop-
erty owners, have not paid ono cent,
nor will they until forced to do so.
For the benefit of tho Xcwh wo give
a brief statement hurriedly taken from
the treasurer's books up to February
1st.

city, but which has already established

ftrineu, ferocity, reliability and head-

and not satisfied with crushing us in
that way, enlarges upon our totally de-
praved condition, ote., etc. We feel
humbled aud humiliated, and will con-
fess that we never knew before how
low we had tullen. It is needless to
add that we consider the Timet man to
bo a gentleman.
Civil Service «te.
S. J. Kimball, chief of the revenue
marine service, Capt. Merriinan of
the same, and Edward O. Graves, chief
clerk of the United States Treasury,
arrived in this city on Friday from St.
Louis via. the overland route. These
gentlemen are organizing aud instruct-
ing boards of examination under the
civil service rules at the various ports,
and which are to bo strictly enforced
in all government appointments.
The board at this port will consist of
Mr. Isaac G. Williams, appraiser, Col.
E. L. Stone, special .deputy collector,
and Mr. F. Wolff, impost clerk, with
Mr. Williams as chairman.
It Is stated that a new steam revenue
cuttcr is in process of construction for
this station, and that she will be com-
pleted within oightceu months. They
left for New Orleans and the Florida
coast yesterday afternoon on the Nor-
folk.

ernor of Georgia, road in both houses to-day.

gia, April 3,1873.—His Excellency E. J. Davis,
Governor of Texas t Sir- 1 had the honor in
November last of calliug tho attention of the
governors of many States to the importance of
tho Atlantic aud Great Western Canal, lly
this work it is proposed to eonnect the Ten-
nessee river, and through that river the entire
system of inland navigation of the west with
the Atlantic ocean at Savaunah and Bruns-
wick, Georgia. 1 then invited the Governors
of many Western States to meet at Atlanta tor
the pnrpose of considering and discussing the
steps to be taken for the accomplishment of
this grand euterprlHc.
' Owing to unforeseen circumstances, how
ever, that meeting was unavoidably postpon-
ed. Since then the interest felt in Congress
uud among the people generally in increasing
tlie means of cheap and easy communication
by water between the grcut producing and
consuming sections of tbe country, has duepeu-
ed and, indued, in my judgement, the iiinc
has come for a meeting such as the one men-
tioned, in order that the advantages of the
proposed enterprise may he more thoroughly
dine timed mid understood, and soma deltnito
plan of action for its accomplishment matured.
My object in uddrcHsing to you this commu-
nication is, to earnestly and cordially invite
you to unit In holding a convention of the
Governors of the Southern,'Westernuud North-
western States, to be held for the purpose
mentioned, at Atlanta, Ga., May 30th, next.
As the proposed canal will ran most of its
lcugtli through this State, it would seem prop-
er lor me, as tho executive thereof, to take the
initiative in this matter. The advantages to
result from the enterprise under consideration
are so obvious, that a mere reference to them
here is deemed all that is necessary. It is, in
fact, the only lino of water communication lie-
tween tho Atlantio scalioard and the West
which can Isyeonstructed at a reaaonalilo rate,
uud which tfould lie unobstructed at all sea-
sons of the year. Tho bent means for securing
cheap transportation to inect the rupidly de-
veloping resources of the country isa question
which should engage the thoughtful attention
of statesmen. It is, moreover, my earnest de-
sire that citizens of the other States occupy-
ing official positions should visit our State,
and examine for themselves the facilities that
cun be utforded for this great avenue of trade,
mid at the sume timo enjoy the hospitality of
our people. Sucha visit would, in my opin-
ion, conduce in no small degreo to a complete
restoration of harmony anil goad feeling be-
tween all sections of onr common country. If
it should not suit your convenience, etc., to be
present in person at the convention mention-
ed, may I ask that your Excellency will do us
the honor to send such n delegation thereto as
will represent your own wishes and the inter-
ests of your State. 1 enclose herewith a copy
of the rciHirt submitted to Congress by the
committee on commerce, to which I respectful-
ly invite your earnest attention.
