From the Xew York World, 31st.
flaring tiie last ten days there has beon re-
markable activity noticeable in tliu Fenian i;ir-
clefi .-tilhcrimr to President li"l' i't.< mid the
Sciiate tirgnuimtion. it is rumored that large
quantities<>f amis and ammunition have been
puivhaM d, and that negotiations have been
progressing between Col Roberts, who has
just returned fnun Washington, ami the Gov-
ernment. for the restoration of the arms and
ammunition captured during the tenían inva-
sion. it is understood that the property Will
be restored by the t lovertinient ut an early
day. and that the Feman prisoners raptured
by the Caiiadiiuis alter the retreat of the Fe-
nians will be restored to their iiomes by the
interference of the United States fioveniiiieut.
The Secretary ol War litis lK-en applied to for
his good offices iu the matter, unil has prom-
ised, it is said, to make every effort to lmve
tho prisoners released from durance. The
Senate Feuiau* are making every pre)Mira-
tion—this time in secret, nwevcr— to pro-
pel anothci' itivasian ngain«t the t'jtnadian
territory, and it is said that the cutiré organiza-
tion, particularly tho military' section, is un-
dergoing a thorough and radical change. It
is said that a prominent Confederate ottlcer,
who distinguished himself in the lied Biver
campaign against Gen. Banks, is to huve the
command of the expedition against the Cana-
dian* this time, tina that the staff of the com-
manding officer will bo composed of vigorous,
dashing young officers, who will not hesitate
at trifles when the campaign opens. As
Stephens lias made his determination known
to make a fight in Ireland this fall, it is pro-
bable that his diversion «-ill koep the British
Begulais at home, while O'Xeii ami his skir-
mishers will have, another clnuice to cross
bayonets with Col. Booker and the Queen's
Own. The leading Fenians at Tloherts' head-
quarter are very reticent and will vouchsafe
no information whatever of their future
plans or operations, but it is understood
that s vertil stands of breach-loading lilies
have lieeu ptifoh;ised v. ithin the last Week or
ten days to aim the hostile Fenian battalions
who meditate war ou her Majesty's sacred soil.
It is hinted that the Canadian militia autl vol-
unteers will have another ehanoe to gtiuify
their irate wistiex ior light In-fore the October

Meanwhile, Mist crowd* had collected in

tion of Sir JUcluvrd M-i^ ne and Capt. llaifris.

fore that hour t\ considerable number of ¿co-

the proposed commencement of the domon-

houses were also crowded with spectators.
Shortly after 7 o'clock Mr. Edmond lleales,
Lieut Col. Dickson, and other leading nit'ui-
bers of tho Beform League, in a lino of oabs
which headed the Clorkcnwoll, Islington, and
other professions, advanced to the Arch, and,
the Ruo-committcc having succeeded in mak-
ing a clear passage, Mr. Iloales aud his friepds
went up to the police, who wero drawn up in
line, staves in baaii, some of them being
mounted. The crowd immediately cl scd[in,
and endeavored by an " ijgjy rash " to effect
admission. Hie pólice used their stuves free-
ly to defeat this attempt, aud, it is stated, that
both Mr. Bealos aud Col. Dickson were struck
in the scuffie. At any rate, after being infused
admission, and having thus raised the ques-
tion in the l'orui they desired, they went back
to their vehicles, aud with some difficulty
managed to make their way through the crowd
in order to proceed to the Trafalgiu squifre,
there to hold the meeting, according to the
programme which had been laid down.
Printed bills were distributed nmom; the
various detachments as they conic up from

trance into tly: park, but to proceed to Tra-
falgar situare. It is mueh easier, however, to
collect throngs of people than lo kocp thorn
in leading-strings when collected, and a large
portion were not disposed to follow implicitly
the instructions of their leaders. The gates,
it is true, were strongly fortified, but to throw
down the railings seemed a feasible underta-
king, and this was promptly attempted. The
{Milico indeed, hastened to every point that
was attacked, anil for a short time kept tho
multitude at bay; but their numbers were ut-
terly insufficient to guard so long tt lino of
frontier, anil breach after breach was made,
the stonework, together with the raiiiugs,
yielding easily to tho pressure of the crowd.
The first Opening was Uimh in the Bayswater
road, where tho ¡toboc, rushing to tho spot, pre-
vented for tv time any considerable intliix of
people; but thoy .could not be ubiquitous,
and along park, huie especially a gqeat extent
of railing was speedily overturned, till in tho
end tho crowd entered ml libitum. A good
deal of f^uffiing attended these, incursions.
