question, and meeting it fully in the face. Bnt
it is equally true that large classes of oandid
men in the North believe that wholesale perse-
cution is the rule in th* South. They believe
that an otdinarv pastime of planters in some
regions is to clip the ears of rebellious darkies.
That they have this erroneous opinion is
partly due to their own Ignorance, and partly
to the injudicious remarks end statements of
Southern people, eapeoially of ladies. Every
one hmst be conscious that the'remarks wé
hear So often' from idle tongues, when mag-
nified and reported, as they are sure to be,
make an apparent public sentiment far dif-
ferent from that which really exists. The
truth is, the great mass of thd Southern
people are kindly disposed towards their
former slaves, and would not,maoism them if
all restraint was withdrawn. It ia equally
true that the negroes have not yet become un-
customed to their freedom, and to the í espóur
sibilities belonging to it; they need a hand to1
control them. For this purpose the Freed*'
men's Bureau was created, to act as the
