any way exoept as employees of the govern-
ment, or in cases of extreme destitution or
sickness; and in such cases the officers au-
thorised to order the issues shall be the judge
as to the justice of the olaim for auch sub-

Idleness is sure to be productive of .vice-
end humanity dictates that employment be
furnished these people—while the interest
of the commonwealth imperatively demands
it, in order that the present crop may be se-
cured. No person white or black, and who
are able to labor, will be subsisted by the
government in idleness, and thus hang as a
dead weight upon those who are disposed to
bear their full share of the public burdens.

The people of Texas are informed that in accordance
with a proclamation from the Executive of the United
Stat s "all slaves are free." This involves an abso-
luto equality of personal rights and rights of property
between former masters and slave*, and the connec-
tion heretofore existing between them becomes that
between employer and hired labor.
The freedmen are advised to remain quietly at their
present homes and work for wages. They are inform-
ed that they wil. not be allowed to collect at military
post¿, &u¿ thnt thej will not be supported in idlenesi

since the ordinance of secession, are hereby declared
illegitimate.
All civil and military officers and agents of the so-
called Confederate States Government, or of the
State of Texas, and all persons formerly connected
with the Confederate Sutes Army, in Texas, will at
once report for parola at one of the following places,
or such others as may be designated hereafter, to the
proper United Statu officers to be appointed: Hous-
ton, Galveston. Bonham. San Antonio. Marshall and

enumerated, and will be furnished with ail requir-
ed facilities. %
II. In case of arrival of vessels from port* of
the United States where contagious or iufectlout
diseases «rf. not prevalent—and all ports of tbe
United States will be considered of this elate
until Post or Superior Commanders on tbo coast
shall have announced that ri^id quarantine regu
lations regarding vessels lrorn Certain «peri-
od ports sre reqirod. by the prevalence of such
diseases therein—if uo contageous or infect'ous
disease is discovered on board, the Boardior
Officer will give the Master of the veseel a cert'u
Scate to that effect, and she will be permittee!,
subject to the Military and Treasury regula-
tions in fores, to land her passengers and cargw.
To facilitate the necessary examination, any per-
son on board may be examined under oath. '
III. All vessels arriving before November 1st,
1865. from any port of Mexico, Central Amoric
the West India Islands, South America, North
of latitude twenty degrees South, or from any
foreign port whieh may be subject to yearly visi-
tation of Yellow Fever, or in which yellow fever
may prevail at the time, and all vessels which
may touch or stop at any ot the before mentioned
ports, as well as all vessels arriving from porte
within the United States in which the preval-
ence of contagious or infectious disease is an-
nounced, will be subject to rigid quarantine regu*
lations. The Boarding Officer will direct the
Master of the vessel to ancher at the point ><
lected for quarantine anchorage; will report with-
out delay to the Post Commander all facts in the
case; will regulate all intercourse between the/
vessel and any other vessel, and with the shore,
and.take such measures as the case may demand.
A suitable Hospital, on land, near the quarantine
anchorage, will be provided for the reception of
snch patients from infected vesels as the Medical
Officer may direct.
In case no contagious or infectious disease he
discovered on board, passengers will belaudtd.

The use of Government transportation for
private purposes is forbidden. No private
passenger will be admitted hereafter on Gov*
eminent vessels.
Only officers and men of the Army and
Nary, discharged officers and men en route
to their homes, employees of the Govern-
ment, and paroled officers and men of ths
late so-called Confederate Army or Navy
who are on their direct way to theinhomesi"
accordance with public agreements, will be
permitted to travel on Vessels in quartermast-
er employ. Stores necessary to the Army
or Navy and belonging strictly to the Gov-
ernment or officers of it, and stores required
for use of the vessels, their crews or passen-
gers, will constitute the sole cargo of Gov-
ernment transports.
The Provost Marshal and Quartermaster
Departments will see to the enforcement of
this order. Every case of violation will be
reported to these Headquarters.
