Chapter 175. The clock hours and sequenc-
ing shall be:
(A) medical terminology (6);
(B) medical ethics and law
(6);
(C) radiation protection for
the patient, self and others (40);
(D) radiographic equipment
including safety standards, operation and
maintenance (15);
() image production and
evaluation (35);
(P) applied human anatomy
and radiologic procedures (20); and
(G) patient care and man-
agement essential to radiologic procedures
and recognition of emergency patient condi-
tions and initiation of first aid (10); and
(2) a clinical practicum for each
category of limited curriculum is required.
The practicum shall include clinical instruc-
tion under the instruction and direction of
an instructor approved under this section
and clinical experience under the instruction
or direction of a practitioner or MRT in
accordance with the following chart:

(A) the clinical instruction
shall be concurrent with the classroom in-
struction and shall not begin before the
classroom instruction has begun. Classroom
instruction and clinical instruction must be
completed before the clinical experience be-
gins;
(B) the clinical experience
shall commence immediately following the
clinical instruction and be completed within
180 days of the starting date of the clinical
experience;
(C) for each category, the
clinical experience must include a minimum
of 15 radiologic procedures correctly and
independently performed. Only one student
shall receive credit for any one radiologic
procedure performed. The 15 skull proce-
dures shall include at least one view of the
posteriorlanterior skull, anterior/posterior
skull, lateral skull, occipital skull, paranasal
sinuses and the facial bones. At least two
procedures must be of the mandible; and
(D) written documentation
certified by the program director shall be
provided to each student within 14 days ofcompletion of the clinical practicum. Stu-
dents who successfully complete the clinical
practicum may be required to submit such
documentation to the department if applying
for a temporary limited certificate with an
expected graduation statement, as set out in
143.6(c)(2)(B)(ii) of this title.
(g) Clinical facilities. Clinical facil-
ities shall provide students with an ample
variety and volume of limited radiologic
procedures for competency achievement. A
list of clinical facilities and letters of agree-
ment from clinical facilities signed by the
program director and the chief executive
officer(s) of each facility shall be submitted
with the application. The agreement for
each facility shall include:
(1) a provision limiting the
number of students at each facility at any
one time to the lesser of the number of
supervising MRTs or the number of radia-
tion producing machines;
(2) an acknowledgement that the
students shall not perform procedures utiliz-
ing contrast media, mammography, comput-
erized tomography, fluoroscopy, nuclear
medicine, radiation therapy or other proce-
dures beyond the limited curriculum;
(3) the number and types (name
brands, manufacture dates and model num-
bers) of radiologic equipment to be utilized
;n the limited curriculum;
(4) a copy of the current regis-
tration(s) for the radiologic equipment from
the Texas Department of Health, Bureau of
Radiation Control;
(5) the number and location(s)
of examination rooms available;
(6) the names of the MRTs who
will supervise students;
(7) the name of the RSO and a
notarized copy of the most recent report
from a licensed medical physicist; and
(8) whether or not the clinical
facility is accredited by the JCAHO or certi-
fied to participate in the federal Medicare
program, and if required, is licensed by the
appropriate statutory authority. For exam-
ple, if the facility is an ambulatory surgical
center, licensure by the department is re-
quired.
(h) General agreements. In making
application to the department, the program
shall agree in writing to:
(1) provide a ratio of not more
than one student to one full-time MRT en-
gaged in the supervision of the students in
the clinical environment;
(2) provide a maximum student-
teacher ratio for the classroom instruction of
25 to 1;
(3) prohibit any students from
being assigned to any situation where theywould be required to apply radiation to a
human being while not under the instruction
or direction of a practitioner;
(4) prohibit intentional exposure
to human beings from any source of radia-
tion except for medically prescribed diag-
nostic purposes;
(5) collect no fees and not oper-
ate or advertise the program until the de-
partment has granted provisional approval;
(6) provide appropriate facili-
ties, sufficient volume of procedures, and a
variety of diagnostic radiologic procedures.
Facilities, agencies, or organizations uti-
lized in the program shall be accredited or
certified and licensed by the appropriate
agencies. Equipment and radioactive mate-
rials utilized in the program shall be used
only in facilities registered or licensed by
the Texas Department of Health, Bureau of
Radiation Control;
(7) keep an accurate record of
each student's attendance and participation,
evaluation instruments and grades, clinical
experience including radiation exposure his-
tory, and subjects completed for not less
than five years from the last date of the
student's attendance. Such records shall be
made available to students, graduates, ex-
amining boards, regulatory agencies, and
other appropriate organizations, if re-
quested;
(8) issue to each student, upon
successful completion of the program, a
written statement in the form of a diploma
or certificate of completion, which shall
include the program's name, the student's
name, the date of completion, the categories
of instruction, and the signatures of the
program director and medical advisor;
(9) permit site visits and com-
plaint investigations by departmental repre-
sentatives to determine compliance and
conformance with the provisions of this sec-
tion;
(10) understand and recognize
that the graduates' success rate on the pre-
scribed examination for all categories of
limited curriculum will be monitored by the
department and used as a criteria for re-
scinding approval. The department may re-
scind approval if examination passing rates
fall below 75% or in accordance with
143.14 of this title (relating to Violations
and Subsequent Actions); and
(11) remit to the department ap-
propriate fees for the application, instructor
approval and site visits in accordance with
143.4 of this title.
(i) Program approval.
(1) Provisional approval. After
the department determines that the applica-
tion is complete, provisional approval may
be granted. The program shall be notified in
