TRANSFERRING APPROPRIATION FOR BLANKET WARRANTS
ISSUED TO CERTAIN DISTRICT JUDGES.
S. B. No. 11.] CHAPTER 30.
An Act relating to appropriation and payment thereof; amending Senate
Bill No. 626, passed by the regular session of the Forty-second Legislature
by adding thereto a new section to be known as Section 1-A;
providing for the transfer of a sum of money in the amount of $635.18
from one appropriation to another appropriation made in House Bill
No. 397, passed during the regular session of the Forty-second Legislature.
1931; providing for the appropriation of certain money payable
out of the State Treasury supplementing the appropriation made during
the Third Called Session of the Forty-first Legislature to pay salaries
of special judges and expenses of district judges; providing that
hereafter all warrants drawn on the State Treasurer, if presented for
payment and not paid, shall automatically bear interest until thirty
days after they are called for payment at the rate of five per cent
(5 %) per annum: and declaring an emergency.
Be it enacted by the Legislature of the State of Texas:
SECTION 1. That Senate Bill No. 626 passed by the Regular
Session of the Forty-Second Legislature be amended by adding
thereto a new section to be known as Section 1-A, to read as
follows:
"Section 1-A. The State Comptroller is hereby given authority
and is directed to transfer the sum of $635.18 from the appropriation
made in House Bill No. 397, Acts of the 42nd Legislature,
which reads: 'To pay Blanket Warrants Issued to District
Judges of the District Courts of the State, by authority of
the Regular Session of the 40th Legislature, $22,796.89.' Said
sum of $635.18 to be added to the appropriation in the above
House Bill No. 397, which reads: 'To pay Blanket Warrants
issued to the District Judges of the 113th, 116th and 117th Judicial
Districts, created by Acts of the 41st Legislature, and for
which no appropriations have been made, $7,294.98.'"
SEC. 4. The fact that through error during the Regular Session
of the Forty-Second Legislature the above sum of $635.18
was placed in the wrong appropriation creates an emergency
and an imperative public necessity, requiring that the Constitutional
ruling requiring Bills to be read on three (3) several days,
