as prescribed by said Board of Directors. Any such petition
which may be granted adding lands to a District shall be filed
for record and be recorded in the office of the County Clerk of
the county in which such lands are situated. Such lands when
so admitted into the District shall be subject to taxation and
assessments for operation and maintenance the same as other
lands within the District. This provision for adding lands shall
be cumulative of all other laws providing for adding lands to
such Districts; and if any part of this law shall be held unconstitutional,
such holding shall not affect the other provisions
herein."
SEC. 2. The fact that there are now lands situated adjacent
to Hidalgo County Water Control and Improvement District
No. 1, which lands, if properly irrigated, would be of greater
tax value to Hidalgo County and the State and the fact that no
provisions now exist for the inclusion of these lands within said
District as is desired, creates an emergency and an imperative
public necessity that the Constitutional Rule requiring bills to
be read on three several days in each House be suspended and
the same is hereby suspended and this Act shall take effect and
be in force from and after its passage, and it is so enacted.

ENTER INTO CONTRACTS WITH THE
UNITED STATES GOVERNMENT.
H. B. No. 65.] CHAPTER 12.
An Act to authorize two (2) or more navigation districts, all or parts
of which are situated in a single county, and which may be interested
in or may be benefited by, a navigation project which has been approved
by Act of Congress of the United States, or by the Secretary
of War, to enter into contracts with the Government of the United
States, or with each other, to consummate such projects of common
interest, and as parts of such contracts to assume joint or joint and
several liability for any and all acts to be done as parts of such
project of common interest; lend or contribute funds to the United
States, or to any other navigation district or districts interested in
such common project, and in aid thereof; and assume and become
responsible for the obligations of the United States, or any other such
navigation district, incurred in furtherance of such project of common
interest; and declaring an emergency.
Be it enacted by the Legislature of the State of Texas:
SECTION 1. Two (2) or more navigation districts incorporated
under the laws of the State of Texas, all, or parts of which
