FORTY-SECOND LEGISLATURE-THIRD CALLED SESSION. 33
provisions of Chapter 275 of the Acts of the Regular Session
of the 40th Legislature, now organized or hereafter to be organized,
which is eligible to become a member of a Federal Home
Loan Bank, in compliance with the provisions of the Act of
Congress known and cited as the "Federal Home Loan Bank
Act" shall be and is hereby fully authorized and empowered
to subscribe for the stock of the Home Loan Bank for the district
in which it is located, and to invest its funds in such stock,
for the purpose and to the extent required by the provisions
of the Federal Home Loan Bank Act for the qualification of
members therein.
SECTION 2. The fact that there is now no law authorizing
the institutions named in Section 1, hereof to subscribe for or invest
their funds in the stock of Federal Home Loan Banks, and
that it is necessary that such institutions should be enabled
with the least possible delay to become members of a Federal
Home Loan Bank in order that the people of Texas may have
the benefit and advantage of the provisions of said Act to enable
them to finance and renew and extend loans on their homes,
creates an emergency and an imperative public necessity demanding
that the Constitutional Rule which requires all bills
to be read on three several days in each House, be suspended,
and the said Rule is hereby suspended, and this Act shall be in
force and take effect from and after its passage, and it is so
enacted.
