There is no use in brood-
ing over past events. It were
better to look forward and be
prepared to meet future
events, avoiding those calcu-
lated to redouud to our wel
fare.
A Chicago theater man-
ager has opeued a smoking
room for women patrons. He
said he was forced te it, as
the glrla and ladies smoked
in the washroom, boudoir
and lobby. The girls smoke
more than the men he said.
The oil land bill which bas
been "dead-locked" in the
lower bouse of congress for
the past three months is now
said to be in a fair way of
aettlement through a com
promise measure, buth sides
having made concessions.
There appears to be no
improvement in the unset-
tled condition in this country.
Instead of the necessaries ot
lite declining, they continue
to score a gradual increase
in price; and, what is worse,
there *eems to be no immedi-
ate prospect for needed re*
lief.
According to the opinion
of the Judge Advocate Crow-
der, reserve officers cannot
accept commissions in the
National Guard, nor can a
member of the regular army
accept a commission in the
National Guatd, and this rul-
ing has bee a approved by
Secretary Bake *.
Lieutenants Grimes and
Davis, American aernnts,
who have been held in cus-
today by the Mexican gov-
ernment for the past tw>
weeks, were released a few
days since and have returned
to Texas soil, both we I and

ing composed of representa-
tives from almost every na-
tion on earth, many of them
being unable to either rsadt
write, apeak or uuderetand
the Engliah language; the
wonder is that our Federal
authorities have succeeded as
well as they have in the mat
ter of enforcing law and or-
der and in the maintenance
of peace and quietude among
its conglomerated citizenship
and are juatly entitled to
congratulations that matters
are as well with us as they
are. However, it la a matter
of great importance to the
American people to see to it
that theae conditions are
maintained, to secure which
an iuhibition should he placed
on all foreign immigration
that reaches this country.
Naturally enough moat for
eigners who come to Ameri-
ca do so for the purpose of
bettering their condition; this
being the case they should
be required to thoroughly
acquaint themaelves with our
laws, rules and regulations
before atarting lo tbe "land
of promiae" by tamiliarizing
themaelves with our lan-
guage to auch an extent as
to enable themaelvea to at
once enter upon the duties
of good citizenahip. Such
conditions ahould be inaisted
upon by the government be-
fore being permitted to im-
migrate to this country. Too
much cannot be taken in
this matter if it be our desire
to iucreaae the industrial,
moral and leligioua standing
of our population. An im-
migrant who comes to Amer-
ica ought to appreciate the
concession sufficiently to
stimulate him to the neces-
sity of placing himself in po-
rtion to comply with the
requirements of this country.
A little more attention paid
to this matter could be of
vaat assistance to our immi-
gration inspection as well as
the immigrants themselves.
Too much care cannot be
taken ta this matter just now.
