ASENGTON, July 12.—Attorney-
General Garland has rende red a decis-
ion onthree points, relutive to the ae-
eeptunea of the Dolphin by the gov-
ernment, submitted, to him by
Secretary Whitney. The AL-
termsy-General holds that the
vessel cannot be accepted; that
no contract exists between Mr. John
Roach and the government, and that
the large Buin of money paid him for
the vessel may be recovered. Mr.
Garland says:
“This vessel, you Inform, me, has
been found to be defective in three
particulars, two of which are funda-
mental; that is to say, she does not
develop the power and speed which
the contract calls for; second, she is
not staunch aid stiff enough for the
service expected of her, and
third, the general character of
her workmanship does not come up to

that the child was a negro and not a
white child. As murder will out,
sooner or later, it la supposed only to
be a matter of time when the guilty par-
ties are caught, and with this view of
the case, outraged justice must needs
wait until time avenges her wrongs.

of Alabama would be wiped out at
once, as they could not at all stand

with cheaper coal, cheaper capital and
cheaper labor, and even the Pennsyl-
vanians would be sadly shaken and
many would go bv the beard.They
