The census office has issued its
first bulletin giving the population
of the District of Columbia at 278-
718. This is an increase since the
last census of 47326 or 20.96 per

China’s armed strength is put
down at 1752000. The population
is 400000000. Should the Manda-
rins turn out and arm all the
available men within military age
they could over run the world like a
swarm of flies.
Vesuvius Has Lost its Cone.
This fiery crater now suddenly
silent was explored by scientific
men who discovered that the cone
had disappeared. Several theories
are propounded as to why the erup-
tion ceased also regarding the dis-
appearance of the cone. The gen
eral belief is that it was due to sub-
sidence and which is looked upon as
providential. It was asjunexpected

An Appeal to Democratic Voters to
Work for the Ticket.
New York July 16. — W. R.
Hearst president of the National
Association of Democratic Clubs
has issued his address:
To the Democratic Clubs and So-
cieties of the United States: The
time has come when all Democratic
organizations in this country and
patriotic bodies associated with
them should ratify the nomination
of William J. Bryan for President
and Adlai E. Stevenson for Vice-
President and prepare to defend
their independence against the cor-
rupting spirit of imperialism This
is no ordinary year in American
politics. Colonies have been estab-
lished under the American flag with
out the consent of the American
people and in defiance of their
influence. The unlawful and bru-
tal policy of President McKinley
and his advisers involving the
abandonment of the principles of
equality on American soil has been
confirmed by the Republican party
in its national convention.
The Republican party under its
present leadership is attempting
to commit a hitherto peaceful and
just nation to a career of imperial-
ism and conquest. It has tramp-
led the Declaration of Independence
under foot. The Republican party
is the promotor and agent of the
new and terrible trust system
which seeks to devour industrial
competition and remove every me-
dium hostile to free institutions.
Militarism marks every act of the
Government. These radical ex-
perimental changes in the order of
national progress threaten the ex-
istence of republican government
on the American continent. Sub-
jects and citizens cannot long endure
under the same flag.
Against these new and danger-
ous politics—comdemned alike by
experience and by justice—the
Democratic party is exerting its
whole strength. Its candidates and
: its platform represent the conserv-
ative spirit of the American people
and their faith in American institu-
tions. They represent opportunity
at home as against adventure in
Asia peace rather than war inspir-
ed by the lust of money; citizens
not subjecthood; a homogeneous
republic not a heterogeneous em-
pire; a nation of prosperous equal
libery-loving citizens unburdened
by war taxes or a great standing
army leading ultimately to milita-
ry conscription.
The re-election of President Mc-
Kinley will be taken by the Repub-
lican leaders as a poof that the
American people approve of an im-
perial goyenment and trust-breed-
ing policy Can any thoughtful
citizen doubt what the conse-
quences of Republican victory this
year will be? The swift and unex-
pected developments ot the past
four years point significantly to the
purpose of the President and his
advisers in the near future.
In the presence of these impend-
ing national perils the National
Association of the Democratic
Clubs calls upon all Democratic
clubs societies and associations in
the United States to organize their
forces for the defense of republican
institutions. Patriotic citizens re-
gardless of past political ties or
prejudices are earnestly invited to
assist in this work of preservation.
This year the nation must choose
between the European and the
American theory of government.

MILES MAY COMMAND.
Conditions Are So Rapidly Expand-
ing That He May Be Needed.
Washington July 16. —Gen. Miles
had an extended conference this
evening with the Secretary ot War
concerning the dispatch of rein-
forcements to China. Nothing was
given out.
Gen. Miles very strongly urged
that the troops be drawn from the
Philippines so that a large army
could be thrown into China within
comparatively few days instead of
awaiting the slow process of as-
sembling an army in this country
and Cuba and then getting it to
China. The troops in the Philip-
pines could make the trip across to
China in about a week while the
dispatch of troops from this coun-
try will take considerably more than
a month.
Notwithstanding Gen. Miles rec-
ommendation the apparent policy
is to forward the troops to China
from this country and Cuba as
fast as they can be assembled.
With the sending of 8000 or 10000
men provision will undoubtedly be
made for an officer of high rank to
command this force. Gen. Miles
has recommended Maj. Gen. Bates
who commanded a brigade with
credit in Cuba be placed in com-
mand. He is now in the Philippines
and could readily reach the field of
action. The disposition however
is toward sending an officer from
this country and as the conditions
are so rapidly expanding Gen.
Miles is frequently referred to as
likely to assume command of the
American forces in the Orient.
Many thousands have been re-
stored to health and happiness by

NUMBER OF TROOPS NEEDED.
Estimated That 80000 Troops Will
Be Needed in China.
Washington July 16.—Sixty
thousand men for the march to
Pekin and 20000 men to keep open
the lines of communication and if
necessary to defend the bases of
operation at Tien Tsin and at Taku
is the estimate of the number of
troops that will be required iu the
Chinese campaign. Upon the basis
of these figures which it was said
are to be furnished by the com-
manders in China this Government
will furnish between 10000 and 12-
000 soldiers. This number is
thought by the officials to be all
that will be needed. Indeed it is
more than was estimated should be
our share as this was stated to be
about an even 10000. The recent
arrival at home of a battalion of
infantry regiment at San Francisco
has given an opportunity to the
War Department to utilize several
batteries of artillery now on the
coast for the China service their
places to be filled for the time by
men of the home-coming regiment.
Today's orders also contemplate the
sending of a siege battery of aitil-
lery now at Fort Riley Kan. for
Chinese service.
