and the Board of Control of the State of Texas. Such
memorial to be erected under the conditions required by such
Government of the United States but without expense to the
State of Texas.
SEC. 6. The fact that the land so tendered is of great
value, that some parts of Mission Espiritu Sancto de Zuniga
buildings now standing on said land need early attention for
their preservation, and that the offer to convey the, same to
the State without charge may be withdrawn unless accepted
by the State within a reasonable time, creates an emergency
and an imperative public necessity that the Constitutional Rule
requiring bills to be read on three several days be suspended,
and that this Act shall take effect and be in force from and
after its passage, and it is so enacted.
Approved March 24, 1931.

SEWERAGE CORPORATIONS.
S. B. No. 178.] CHAPTER 32.
An Act amending Article 1302, Chapter 1. Title 32, Revised Civil Statutes
of 1925 by adding to Subdivision 89, authorizing the incorporation for
the purpose of supplying water and sewerage service, and declaring
an emergency.
Be it enacted by the Legislature of the State of Texas:
SECTION 1. That Article 1302, Chapter 1, Title 32 of the
Revised Civil Statutes of 1925 be amended by adding thereto
another Sub-division to be known as Sub-division 89: "Private
corporations may be created for, or after being created, charters
may be amended to include the supplying of water and sewerage
service to the public".
SEC. 2. The fact that the present corporation Statutes are
inadequate and do not authorize the above business, creates an
emergency and an imperative public necessity requiring that
the Constitutional Rule requiring bills to be read on three several
days be suspended, and such Rule is hereby suspended, and
that this Act shall take effect and be in force from and after its
passage, and it is so enacted.
