TEE YESTERDAY
A Long and Indefinite Discussion
on tho Subjoct-Hosolutlons
Amended and Adopted.
Yesterday afternoon tho special com-
mute on sewers met at U o'clock at the
Major's parlor. The Major briefly
stated the object and authority by
which the committee had been consti-
tuted. A general discussion then took
place. Major Kampmann stated that
there was as absolute need to hare a
well dellned system of sewerage. Mr.
Delknan objected to the Warring system
ofsswerace and favored the combined
system which would carry off storm
water In audition to houso sewerage.
Ills Honor the Mayor was of the opin
ion that It would be advisable to adopt
a system and then determine where It
should be laid.
Mr. Uroos then read the following res
olutions :

mend that the Mayor or the city be re-
quested to obtain full and reliable Infor-
mation on the subject from the depart-
ment of health or elsewhere.
That In the meantime and without
delay every exertion be made to secure
a tree anu tiniiuerrupieii now 01 uie
water of the river through the limits of
the city by requiring each dam to be
provided with at least one gate of a
certain size such gates to be opened
during llxed hours or the night by
dredging the river: bv keeping both
banks always In such condltlonjthat tilth
will not accumulate anywhere and by all
such means as may be suggested by ex-
perts here.
That In the meantime ami until a bet-
ter system can be Introduced everybody
be permitted t use the river as a sewer
as has been the practice heretofore.
And that In those parts of tho city not
adjacent to the river the present ordi-
nances In regard to privies be strictly
enforced."
Ills Honor the Mayor was not In
favor of the foregoing. It being his
opinion that the adoption of these reso-
lutions would retard the project Indefi-
nitely. A discussion then ensued on the best
system Mr. Uroos believing that a de-
fective system would be worse than
none at all and City Kngineer Matlack
coincided with the gentleman.
Colonel Uelknap finally moved the
adoption of Mr. Uroos' resolutions and
they were voted upon section by sec-
tion and were eventually adopted with
the exception of that portion concern-
ing the use of the river as a sewer In the
meantime and the final clause.
Judge I)elnc made a resolution as
follow i: "That we are In favor of a
reasonable system of sewers adapted
to the present wants and resources of
the city." This was adopted "nem
con."
Colonel Helknap suggested that the
committee should report progress to
the City Council and that that ordi-
nance prohibiting the use of the river as
a sewer should be suspended.
After some nrguliigMr. Uroos amend-
ed one of the clauses In his resolution to
read as follows: "That In the mean-
time and until a better system can be
Introduced the Council be requested to
Btiepend the enforcement of ordinances
relating to the use of the river as a
sewer." This amendment was adopted
His Honor the Mayor voting against It.
The committee then adjourned until
Tuesday afternoon next at II o'clock.
