sures perfect trust In your wlsdon pat-
riotism and devotion to the best Inter-
ests of all the people. I congratulate
you and the country on the universal
quiet peace and freedom of society from
thoso local disturbances that are so dis
astrous to civilization In other Slates.
I'lie people of Texas are blessed In their
entire freedom from external and Il-
legal Interference of our federal agency
In the choice of our publlo servants and
the administration of her affairs and
have great cause to be thankful to an
overruling l'rovldenoo for the blessings
they are now enjoying.
On the subject of the Stale bonds ho
says the true policy fur the Statu to
adopt was to dedicate the waters and
strips of land around them to perpetual
publlo us-.
I now recommend tho permanent ded
ication of these waters nnd n strip of
land at least 200 yards In width along
and around them to the publlo use; and
If It shall require n constitutional
amendment to effect the same I recom
mend the passage of a Joint resolution
proposing such amendment.
1 do not believe that those lands capn-
blsof supporting an agricultural popu-
lation should be leased for a long term
of years; nor should lands of any de-
scription be leased so as to allow their
enclosure In large bodies without leav
ing at convenient dlstnnccs ample
passnays. At least onc-balf of all
the agricultural lands In each county
should be reserved from lease and
left open to the actual settler. Except
lands unlit for agilculture teases should
not exceed six jears.
While some portions of the Stnte ob
ject to the lense system yet tho Gov
ernor ueneves ine tanus wmcil liavo
been set apart for the schools nnd asy-
lums should be so managed as to help
support these respective Institutions.
He declines to longer eerie on the
Land Hoard because of tho many other
duties devolving upon him and desires
to be relieved of nil duty on boards not
contemplated In the Constitution.
On the subject of llnanccnnd taxation
ho says:
When the present Executive took the
oath ofulllce he declared that thero was
no lustlllcatlon for the People's nirenls
exacting of them more money than was-
aosotuieiy rcquircu to carry on tue ar-
lairs oi government in nn economical
manner. There was then to the credit
of tho general revenue about S3U0.0U0.

the treasury for general present pur-
poses. In the treasury there arospeulal
lunds amounting to several hundred
thousand dollars lying Idle that should
be unlocked In some way.

revenue are:

The total estimated losses and ex-
penses to be deducted from the above as
shown by tho Comptroller's report
aggregate the sum or ii200ll.30.
1 beTleve It to be our duty to use the
greatest economy possible with a due
regard to an elllolent public service. If
upon a thorough Investigation there be
found desks or employees that can be
dispensed with without detriment to
the publlo service let them be omitted
from the appropilatlon bill. If useless
bureaus are In existence let them be
cut oil". If It Is found that higher sala-
ries are paid than are necessary let them

rived from the general revenue sources
It will be our duty to use tho special

drawn from the people and we are tax-

ernments. I feel however that the ex-
cellent men managing railway! In Texas
will not object to reasonable regula-
tions. I call your attention to tho Incon-
venience and trouble constantly arising
between the two races 1 submit
whether If the colored race Is forced In-
to second-class cars It would not be
proper to demand for them n reduction
of fare. The policy of separating the
rnoes on the trains will not be ques-
tioned. The assessment laws he thtnui ahonld
br materially remedied so as lo embrace
all taxable property.
About the free schools lie says the re-
cent amendment to tho constitution and
laws pertaining to free schools have en-
abled the Hoard of Education to greatly
Improve them; and It Is believed that at
not me In lhe past have tho friends of
education bad so much to enemtrato
them. The present scholastlo jearwtit
be about six months nnd Is believed to
be ample except In cities towns nnd
thickly settled districts where addi-
tional months can be added If tuo pcoplp
desire them.
The penitentiaries have been ft sourco
of considerable comment from the press
of the State nnd he says: There are now
2632 prisoners In the two penitentiaries
and 1 Invite the attention or the legisla
ture to the rapid lncrcnso or com lets.
Thero can be no doubt that n reform In
some shape Is necessary. Thero are
some ollenses for which n lower grade of
punishment should bo adopted. The wis-
dom of allowing Juries to Inflict the pen-
alty or confinement In the penitentiary
for life for dellbcrnto murder. Is not np-
larent. me man wno wiuiuuy innee
Ife should no longer be permitted to
annoy society or government.
Looking to the lessoning or tlio num-
ber of convicts In the penitentiaries I
again suggest the necessity lor a House
of Correction In which might he co ti-
nned boys unci rlhers rendered harm-
less by age or oilier conditions.
The penitentiaries can only house
about luoo convicts while wo have on
hnnd 2(1.12. Very large expenditures will
be required before all convicts can bo
placed Inside the walls.
It Is questionable whether the net of
the Eighteenth Legislature prohibiting
the use or convicts on publlo works was
cither wise or constitutional. There Is
no sound reasoning In tho Idea that con-
victs come In competition with what Is
termed honest labor when worked out
the walls. It Is certain they are engaged
outside or the walls In labor that freo
men will not do nnd that when placed
in I nc wnus mey must uo put ni iriiues
that will force them Into competition
with free nnd honest labor Industries
that are not new but those now In oper-
ation throughout the world l'ersnns
who peep through enclosures or win-
dows or who ttso line Held glasses to
shock themselves may be shocked at
the sight of convicts at work and jet
It Is safe to any that 11.1 per cent of those
who go to the vicinity or the peiilten-
tlarles or convict camps visit them.
However when It con be done ullhn
due regard to other Interests there Is no
doubt but that Inside tho walls Is tho
proper place tor convicts.
The present board hns managed to
make the penitentiaries self sustaining
but It hns been mainly through the
wages derived from outside labor anil
the strictest economy. Ureal credit Is
due to the officers of tho two penitent n-
rles for the faithful manner In which
thoe institutions have been iiinnaged.
