Tim sinfulness of playing checkers is a
proposition in morals started by the New York
Tribune.

royalty surpasses all other.
Turkey is awaiting a parliament and con-
stitution or at least his majesty the Sultan
if. on the anxious seat looking that way.
There is not a piece of the Democratic
party in Massachusetts that can be seen with
a microscope that General Butler does not
own and carry in his pocket.
Boston boasts a school regiment of pecu-
liar grace and skill for which "in years to
come" says the Boston Advertiser "the coun-
try may have use." Vehope not. Does our
contemporary contemplate secession when a
protective tariff shall cease to float the manu-
factory system of New England!
J ere Dunn the unconvicted felon is keep-
ing Chicago in countenance by his cheerlul
presence and seems pleased with his ability
to assure her that he is all right and in no de-
gree damaged nor his plans disturbed by
his late little unpleasantness. This is highly
encouraging and leaves the moral aspect of
hat city altogether healthy.
Boucicault's new Irish drama is called
The Amadan. It is said to be a weak play
stocked with stale devices and full of melo
dramatic extravagances with none of the
dramatic effects and stage vigor ol London
Assurance. Boucicault was but 19 when he
produced London Assurance and it is proba
bly worth his whole library of later plays.
Whatever revolting features the Irish
trials may present to an American they at
least denote the efficiency of the English ju-
diciary system. It was a year on the 6th inst
since the Phoenix park murders were commit-
ted but it will be remembered that many
long and tedious months passed without the
discovery of any clue to the assassins. From
the time the judicial fulcrum had a place the
proceedings are a swift and signal vindication
of the constitutional guarantees of speedy jus
tice.
Thkodore Tilton is lecturing on Long
Island to small but select audiences. Mr
Tilton is a lecturer of splendid abilities and it
should not detract from his drawing capacity
that he is among those who are aware of lii
wrongs and whose sympathies he should
command. His course toward his fallen
wife and little ones has been exemplary to the
last degree and contrasts happily with the
coarse and sensuous deportment observed by
Beecher. We know of no man who has suf
fered so wanton an injury that has borne it so
well ignoring self and suppressing his resent
ments in the face of the justice he has pa
tiently awaited at the hands of the public. It
is doubtful whether that justice will ever be
awarded but there is no doubt that it Is most
signally deserved
THK FllttUTltADn QUKSTION.
In the tariff discussion In which the press
generally seems taking a hand it is well to
lay aside for the time temporary considera-
tions and weigh the vital principles on which
the Government rests. We propose only such
suggestions as shall constitute a refuge for the
people from evils that are yet more or less re-
mote. There is no tariff reform in the sense
in which it is meant no tariff revision lhat
opens upon any policy which the country will
be finally at liberty to chose. The time may
be forseen when vast national Interests that
arc likely to push everything else to the wall
will constrain a policy which has hut one
simple name and that is free trade.
It is very certain that all tariffs restrict the
liberty ol trade no matter how modified or
by what names called. Restraint is
not freedom. The perfect freedom
of trade of all privileges that attach as rights
to the transactions of men with each other is
a primordial principle of government. It is
indefeasible and awaits the time when the
temporary policies that prevail shall fade or
fall before the sweeping influences of the fu-
ture that shall compel the nation to go back
to first principles. In what we may briefly
say on this subject we have no quarrel with
prevailing policies. We desire only to show
that in the coming time no policy will answer
the ends of government but that of strict pub-
lic justice and unswerving principle.
There seem many incongruities at the door
of this discussion. The right of every citizen
to buy where he can buy cheapest and
the folly of setting up a congressional
inquest to direct men where they shall
spend their money are propositions over-
whelmingly simple and apparent. The pro
ject of taxing a people into prosperity and
the anomaly of ascribing the prosperity of the
county to Its taxes are fatal to all logic. The
prosperity into which the people can be taxed
is seen in the now existing and rapidly grow
ing condition of affairs. Great aggregate
wealth makes the average of per capita wealth
high while the riches are in fact held by a
few. In getting at the average wealth we
must remember that if one family is worth
$1000000 and 99 other families arc frbm
hand to mouth there are the hundred families
of an average of $10000; but the riches arc
all held by the one family. It is thus that
wealth is really held by a few families
who live luxurious lives in the
midst of want and poverty. It is to
this we are tending and against this freedom
in its largest sense must make an effort for
salety. The workers and wealth producers of
the land must be rescued from the necessity
ol paying perpetual tribute to millionaires
whose serfs they become. This is a protec-
tion that requires only repeal no new laws
only release no constrainst on others.
If the liberty which is to preside over the
destinies of the American people means a
total abolition of all restraint upon individual
right (and that alone is liberty) the vast in
dustrial theatres of the country will gradually
take on new activities through a rivalry purely
competitive fair and just. When free
labor and free capital cannot sus-
tain a prosperous outcome they will
drift into new forms of competition
and work out the phenomenon of success
without a thought of recourse to restraint
monopoly or any of the ruinous devices now
in operation. It is perfectly obviou3 that
with say 200000000 of people there must be
no immunities restraints monopolies advan
tages or disadvantages of any kind created by
law. Men must acquire a sense of not only
being perfectly free but a conviction of abso'
lute equality and combinations and associa
tions lor joint effort must be wholly without
the aid or intervention of legislation. Its
practibility and force lie In its perfect sim
plicity.
