City council met in regular session
with president of the council Guer-
guin in the chair his honor themayor
being absent. At 4:15 when the
chamoer was called to order the
council were all present. Minutes
read and memorials and petitions
called for.
John A. Green was granted a gas
lamp on Pecan street: and W. B.
Wright permit to put a pipe drain on
Travis street.
Petitions were presented and re-
ferred to their respective committees
as follows:
For changing dimensions of survey
on Live Oak between Nolan and Aus-
tin to an equal width on botli sides.
For lowering box drain under Aransas
Pass track on South Laredo. To take
down poles by the Erie Tele-
graph and Telephone company
on Flores Houston Soledad
and erect others in their planes.
For grading and graveling Medina
Street. For privy vault on block 4 north
side Durango between Pecos and
San Saba.

City attorney’ was i nstructed to
draft ordinance for condemnation of
property.
Bolton called for city engineer’s re-
port upon specifications for mesquite
block to be let February 1 as it was
necessary that the bidding be upon
approved specifications and not upon
specifications afterward altered by
the council. Lockwood's motion to
defer went through despite Bolton’s
objections and the matter stands over
until next meeting of the council.
Finance committee reported by its
chairman upon physicians report and
embraced in their report to council
the physicians recommendation that
all prostitutes whosa certificates of
health are withdrawn be sent to the
city hospital for free treatment De-
bate arose as to the authority of the
city to so order and a change in the
ordinance was made io request such
persons to go to the hospital instead
of ordering them there. Bolton ob-
jected to the proposed change but it
was made.
Street commissioner was ordered to’
finish fl Ilin the Carty fish pond im-
mediately the owner having already
performed half the work.
Committee on streets and bridges
reported favoring W. B. Wrights pe-
tition to lay a drain pipe to carry
waste water from his property Hous-
ton and Navarro streets but that it
be done at his expense as surface
drainage was sufficient for the city.
This report was amended so as to per-
mit all persons along the line of the
proposed drain tojoin in with the orig-
inal parties for its construction and
connect with same.
City engineer was instructed to re-
port grade for Burleson street
sidewalk at next session of council.
The report and map of city engineer
of extension of Cevallos street from
South Flores to Garden were adopted
and the engineer ordered to report an
ordinance for condemning the proper-
ty necessary at next meeting of coun-
cil. The street will not be opened
however unless owners of property
donate three-fourths of the amount
required by the city.
L. A. Adams was granted permit to
a lumber metal-roofed stable
and an iron-clad kitchen; and H. W.
Bitters was permitted to build a lum-
ber studded brick building on Alamo
plaza.
J. A. Bundren was refused permis-
sion to remove the iron clad corner
of Houston and Navarro to cor-
ner of Garden and Nueva streets on
the ground that it was in the
face of a prohibitory ordinance to re-
move and reerect an iron clad in the
first fire limits. But the petitioner was
permitted to build a brick with frame
studdings.
Council granted the petition of prop-
erty owners to straighten wail and
cover a portion of Han Pedro ditch at
the petitioners’ expense.
Accepted and adopted Connor’s re-
port that the reports of the city mar-
shal poundmaster and jailer for the
month of December 1889 had been ex-
amined found correct and ordered
filed.
Also Lockwoods upon the petition
of the citizens asking for the removal
of the standpipe on Casino street and
recommending that it tie removed to
seme point designated by the commit-
tee. Adopted.
Wulff reported that the report of
the market master for the month of
November and also of the sale of
stalls for 1890 had been examined
found correct and ordered tiled. Ap-
proved.
Also favorably on the petition that
butchers not in the city markets be
permitted to retain their present
stalls for the ensuing year. Adopted.
NEW BUSINESS.
Property owners on Marcin street
were ordered to construct their side-
walks five feet wide in accordance
with ordinance.
Resolution to grade and gravel
Crockett street and Nolan street to
Pine was referred to committee on
streets and bridges; also resolutions
instructing city engineer to prepare
plans and estimates for a bridge be-
tween Fourth and Fifth wards where
the foot bridge is; to prepare plans
and specifications for three classes of
sidewalks and curbing; to give grades
on alleys between Avenues E and D
and between Travis and Pecan streets
and that the street commissioner
then put said alleys in sanitary con-
dition. to prepare plans specifications
and estimates for a wood bridge over
Rocky creek on South Flores street.
It was ordered that an electric
light be placed at Guilbeau street
and Dwyer avenue: a new cross walk
of stone on North Flores street oppo-
site Fritz Schreiner: that the street
commissioner plow and grade Laurel
street: cut brush and grub Nogalitos
street; plow grub and grade San
Jacinto street; clear North Center
street of brush and stumps; remove
the covering of the stone bridge lower
the grade and place a wooden cover-
ing over the bridge across the ditch
on Main avenue; that sprinkling bids
be advertised for nine mouths service
on North Flores street from plaza to
Aransas Pass depot and from Alamo
plaza to Sunset depot via Avenue D.
Cross walks were ordered on inter-
sections on Houston street between
Cameron street and International de-
pot.
Property owners were ordered to
build Class A sidewalks on North
Leona street; on Houston stnet from
Avenue E to Elm street; repair side-
walks and curbstones on Commerce
street; construct firstclass sidewalks
and curbingon Alamo and Mill streets;
also on Center and Peach streets.
An electric light was ordered placed
at the intersection of San Juan and
Ca nargo streets.
City engineer was ordered to give
property lines on new Crocket street
so that property owners can begin the
construction of buildings there.
Motion on inner and outer fire lim-
its was referred to committee on
petitions and ordim nces; alsoamend-
ing privy ordinance to make it consist-
ent. Adjourned.
