St. Louis has a guarantee fund of
$5000000 for the world's fair of 1892.
St. Louis has done nobly but $50000-
000 will not locate that fair in the
valley of the Mississippi. That fair
is a national affair and will be held
at the national capital.
’Comparisons by mere figures of
one administration’s economy in the
light of the figures'of its predecessor
is in the very nature of things decep-
tive. The public works undertaken
and the increase of expenditure inci-
dent to population form a very neces-
sary factor in making up the account.
The friends of divers and sundry of
the army men who are as yet unpro-
vided for and are willing to serve
their country are pushing tiieir
claims for Tanner’s place. That place
will not lie filled in a hurry if Warner
positively refuses as it is now quite
generally believed he will. One mis-
take of that kind in defference to a
warm s ddierly feeling is enough.
Union sentiment and sympathy with
the soldiers is indispe’nsible but it
must be accompanied by brains and
ruled by discretion.
That the president does not intend
to act hastily in securing a successor
to Tanner seems very certain from the
present appearance of things Only
first class men will be named for the
post and so far the man named has
hot been found ready to make the
sacrifice necessary to accept such a
position. The Globe-Democrat speak-
ing of this vacancy says:
“No conspicuous federal post has
ever been refused so often and by so
many persons inside of a week or
two’s time as the pension commis-
sionership has been recently. Con-
trary to the general order of things
the office seeks the man but can not
find him.’’
The G.-D. doubtless has sources of
information not available to the Light
but it does not appear at this writing
that Tanner's place has been offered
to any one save General Warner.
Gen. Merrill says the post never was
offered him and it is not certain that
it has been thrown at any one else.

The portraits of Gens. Grant Sher-
man and Sheridan which were paint-
ed by direction of George W. Childs
for West Point will be formally
transferred to that institution on
October 3. Gen Horace Porter will
represent Mr. Childs on the occasion
and will deliver an address in pre-
senting the portraits.
REPUBLICANS ON DECK.
For the first time since this repub-
lic entered upon its second century of
existence July 4th 1876 the opening
of congress finds the republican party
in possession of both branches of the
government. Since the commence-
ment of Grant’s second term this has
not happened and the country will
naturally be a little anxious to see
how the party will acquit itself of the
trusts and responsibilities that are
the result of control. The creation of
a navy and the inauguration of a sys-
tem of coast defences; the opening up
of trade communications with the
South Americas and the judicious
subsidizing of mail steamers to that
end; the restriction of emigration and
the exclusion of Asiatics the enforce-
ment of the laws against alien
contract labor; the revision of
the tariff to encourage home
industries and build up home
markets; the passage of stringent
laws against foreign landlordism:
the creation of a national bureau of
labor; the passage of an equitable
bankrupt law; the full enforcement of
the Monroe doctrine and the fullest
protection to American citizens at
home and abroad the passage of ?
congressional election law that will
insure a fair election in every congres-
sional district of the Union—these are
among the more important of the sub-
jects of legislation that will naturally
engage the attention of the Fifty-first
congress. The nation is to be con-
gratulated upon the possession of the
government at this time by the re-
publican party at a period when so
much that is important and vital to
the future growth of the nation Is to
be considered and determined upon.
It is fitting that the party
of the Union of free ballots and air
counts of distinctively American
ideas; the party that brought in the
resumption of specie payments and
redeemed the pledges of the nation
and reduced so largely the national
debt and introduced economy but
not niggardliness into every branch
of the public service and has made
the name of America respected at
home and abroad—it is fitting that
this party should carry on the work
so nobly inaugurated. The recon-
struction of the south commercially
and industrially has but fairly com-
menced and the incubus of the free
trade policies which characterized
the democratic administration
lately closed must not only
not be permitted to rest upon
their infant industries but
all fear of them must be removed.
Until that fear is removed capital is
tied up in uncertainty and invest-
ment fears to put lorth its hand. It
is only by the domination and control
of the republican party that this fear
can be removed and it is very fortu-
nate for the south that her electoral
vote was not successful in elevating
a free trade president at this peculiar
juncture of affairs. Wisdom will be
required and broad statesmanship to
meet the needs of the nation but the
republican party never has been un-
true to its responsibilities and it is
safe to predict that a new era of pros-
perity will dawn upon the republic
under the enlightened legislation of
the old national party.
Secretary Blaine was in attend-
ance at his son’s wedding Wednesday
the marriage of Emmons to Miss Mil-
lionaire McCormick. It is to be
hoped most sincerely that the young
man will have a more understanding
sense of his marital responsibilities
than possessed his brother Walter.
The lady Emmons marries is a society
girl of Chicago’s first water and of
a republican family whose fidelity to
party principle admits of no ques-
tion.
