very intently. It may be that prom-
ised earthquake or John Sullivan
knocking Lowry out; can’t tell
which.
That turtle 10 feet long 5 feet
broad and 1000 pounds in weight
which started on its rounds from
Maine six weeks ago has traveled
’ fast. It has reached Central Texas
and all the local papers are dishing it
up.
A very patient and long suffering
generation seeketh after a city
council but there shall no council
meeting be given it. No flies on that
council. They do not stay together
long enough to let a fly settle.
J. B. has his grip on Egypt and it
is useless to ask iiow long he intends
to hold it. So long as John can find
profit in exercising a protectorate over
the land of the Nile so long will he
remain as at present the virtual mas-
ter of that country. John sticks like
shoemakers’ wax to a small boy’s
pants.
El Paso under democratic admin-
istration complains of the foul smell-
ing chicken coops which line the side-
walks of that ancient and decaying
city. El Paso is the best chicken
ground in the state. The periodical
and almost perpetually periodic sand
storms afford all the native gizzard
grit required by even a democratic
rooster.
San Antonio has had enough of the
sensational to last until fair time. Be-
tween murders suicides and fatal ac-
cidents she has served her country to
satiety the last few days and having
supped full of horrors should confine
herself to a more civilized and a less
blood curdling diet.
The Galveston News revamps the
cross-eyed report of the Davenport
killing as published in a San Anto-
nio morning paper and makes Smith
the murderer of Bolton. The News
will do well to make haste slowly in
making up its specials that way.
The inquiry for farms for purchase
and for lease is more general in south-
west Texas than ever before. This is
an indication that the wind used in
the southwest immigration associa-
tion was not blown in vain.

Uncle Sam is taking no water on
that Black Diamond seizure. It is
not necessary to keep up an everlast-
ing jaw over a little thing like that.
So far it has only been newspaper
wads anyway. No complaint has yet
been mails officially to this govern-
ment and the state department knows
nothing beyond what the papers
state. The leaving of but one un-
armed man upon the Black Diamond
to take her into an Alaska port is
evidence enough that the American
commander did not care so'much for
the vessel as to break up illegal seal
fishing. Russia has guaranteed the
full exercise of all her powers to the
United States in her purchase of
Alaskpand if Russia held the Beh-
rings water as inland waters which
she unquestionably did then she is
bound to uphold the United States in
so maintaining and John Bull will
have two hornets about his ears in
case he is fractious.
There is every indication of a
steady growth about Laredo. She is
not advertising for fun you can bet
your sheckels on that. Business brains
and capital do not throw money into
a hole unless there is something else
in the hole besides common wind.
Laredo is advertising because she has
something to advertise and as all
live cities are doing the same thing
she must follow suit. It is either in
the swim or in the soun.
John and his crowd are now on the
anxious seat. The Marion county
grand jury have presented indict-
ments against the whole crowd and
the New York and Boston sports are
on the anxious seats. Lowry and his
district attorney are 1 showing the
whites of their eyes and their Ivor es
and it wont be their fault if John
gets away without a few weeks in the
pen. The soil of Mississippi sah we
could not keep free from invasion but
with the help of New’ York sah we
can warm Mr. Sullivan’s hide sah and
we uns is going to do it. Mississ-
ippi makes more fuss over tiie affair
than she did on her ordinance of se-
cession.
The Colorado Farmer and Live
Stock Journal in its issue of the Sth
inst. very broadly insinuates that the
late legislature of that state “was
criminally extravagant if in fact the
members did not deliberately plan to
steal under cover of appropriating for
specific purposes.” This is worse
than was ever charged on the Texas
legislature which was never accused
of theft only of incompetency. It
may be that the difference in the
state libel laws have made a differ-
encee in the methods of treating such
matters.
That Fort Worth and northwest
Texas immigration society is going to
bring tens of thousands of wheat
growers from the great northwestern
grain regions into Texas. Seeing the
advantages of climate and the quality
of soil as compared with the hyper-
borean regions of Dakota and Minne-
sota there is no question of the out-
come. It will add millions of acres to
the grain fields qf this state and
stimulate an immigration southward
that will not stop at the Panhandle
but which will locate itself all over
West Texas as far south as the gulf.
Texas can give points to all the great
northwest and more than hold her
own against any country that has six
months wiuter in the year.

The historical treatise on Columbus
for which a prize has been offered by
a Spanish commission must be deliv-
ered to the secretary df the Royal
Academy of history at Madrid before
January 1892. The two prizes amount
respectively to $5700 and $2805 each
of the two successful authors receiv-
ing besides 500 copies of his work.
The consensus of public opinion
does not favor a civil service reform
but it does favor the law and the law
being in that direction it expects its
enforcement as long as it remains
upon the statute book. President
Harrison is doing more to enforce the
civil service regulations of this coun-
try than has heretofore been at-
tempted and of this fact there is no
question even by the mugwumpsbut
all the same present political condi-
tions are adverse to the proper carry-
ing out of the principles underlying
the civil service reform. The old idea
tiiat to the victors belong the spoils
and the idea of a stable civil service
are utterly antagonistic. It is only
dealing sophistically to declare other-
wise. A greater care may be taken
in the selection of public servantsand
so a reform in this partial sense en-
suebut to ignore party in applications
for civil service is something that
cannot be done until radical changes
take place in the political methods of
this present.
