ENFORCE THE LAWS.
There is bat one way of removing
an obnoxious law from the statute
book —enforce it to the disgust of all
classes and compel its repeal. There
are laws upon the statute book ot this
state placed there by the votes of
men born out of due time which if en-
forced rigidly for one year would
work a revolution in the personnel of
the state legislature and place a law
enacting body at Austin that had
some definite idea of the nineteenth
century—its spirit its limitations and
expansions its conceptions of human
relationship and social responsibil-
ities and all else that makes this
present a distinct thing from that
past. It is not the business of courts
and juries and sheriffs and constables
and police officers to make laws or
pass opinions upon laws but simply
and solely to enforce law. This view
of the case will greatly simplify those
intrusted with the execution ot
law. Let the consequences be what
they may to the violators of
law with these consequences the
■officers entrusted with the enforce-
ment of law have no concern. They
are sworn to execute law. Let the
violations of law be prosecuted and
let the violators defend in the courts
by this means the onus of the burden
laid upon society by the law-maker
will directly force itself upon public
notice by the complaint of the
law-breaker before the courts and
the pressure of the evil will work its
cure. This matter is coming to a
focus after July 6th when the new
law against variety houses ami cer-
tain places of questionable resort goes
into effect. Under the definition of a
disorderly house as set forth In the
law then to take effect there is not a
vaudeville theater in this state that
will not be included. Every munici-
pal policeman every sheriff and his
deputies and every constable are
specially charged to look after viola-
tors of this law and for every day
that such houses are kept open
the owner of the premises is
liable for a fine of $2OO and
each keeper of cuch house is
liable to bo a fine of from $lOO to $5OO
for every day the house is kept open
after July 6th 1889. This is the law.
As is well known the Light is In fa-
vor of license. It favors license fori
liquor saloons variety houses gam- j
bling houses and houses of prostitu-
tion because the present conditions of
society render communities more sale I
and law abiding under license than I
under attempted prohibitions. This '
is the Light’s opinion but the I
Light i-a law abiding exponent of|
public opinion and of public conduct I
and believes in the enforcement ofi
even obnoxious laws because it is not
wise to foster a disobedience of law
The hardship this law works is not
to the keeper of the variety theatre-
but to those who having no other
means of recreation find in this a safe-
ty* valve without which society would
be much less secure than at present.
It is a very cheap morality which
finds expression through legislative
acts of the moral sense of men
who have no conceptions of what
may be termed the immoral nee s
the lower orders of society. The re-
action will corue and retribution in
some form become a necessity for
those who shutting their eyes to the
real condition of things legislate only
for the ideal. While not unaware of
the injustice and hardness of the law
iirovisions which go into operation on
luly 6ihthe Light would counsel obe-
dience as theonly way of preventiugan
unequal contest which will bankrupt
even- variety theater in Texas which
attempts to evade it. To set plainly
before the public the law and its pen-
alties is the manifest duty of a repre-
sentative journal. This* was done in
the Light on the 11th day of June.
The Light is of the opinion also that
a rigid compliance with this and other
obnoxious laws obnoxious because an
interference with the persen il liberty
of the citizenwould create such a feel-
ing throughout the state as would
compel their repeal at the hands of
the next legislature.
The Paris Daily News hates the
Blair bill as a tramp hates clean
water. It scents the coming passage
of that educational measure and
snorts out its rage accordingly.
Popular feeling all over Texas is
iu favor of manufacturing industries
but in .San Antonio popular feeling
does not pop up the capital. Money
makes manufacturing go as well as
the equine of the gentler sex.

Berry Wail has been put on an a‘-
lo vance of $2OO a month.
Mrs. D. G. Croly is about to start a
new paper called' the Woman's Cen-
tury.
Rev. Dr. McPherson is pronounced
“the best after-dinner speaker in Chi-
cago.
Ex-Congressman E. Camp-
bell of Ohio is at the Astor house
New York.
A Paris journal nominates Henry
George for “next president of the
United States.”
Robert Bonner grows stout as he
grows older and says he is growing
stronger too.
Prince Bismarck’s salary as chan-
cellor of the German Empire is only
about $13000 a year.
Lorimer Stoddard who played the
“Englishman” in the “Henrietta” is
a son of the poet R. H. Stoddard.
It is reportedithat Miss Sherman
the eldest unmarried daughter of
Gen. Sherman is about to take the
veil.
F. S. Church the artist has pre-
sented a water color copy of his
painting “Knowledge is Power” to
Vassar college.
Julian Hawthorne has finished his
stories of Inspector Byrne’s triumphs
and has gone to Sag Harbor for the
summer.
Maj. J. W. Powell of the United
States geological survey delivered the
annual address at the Polytechnic In-
stitute Worcester Mass.
Tennyson is said to have protested
earnestly but ineffectually against the
sale of some of his letters and poems
the manuscripts of which were lately
disposed of at auction in London.
THE GENERAL RUN.
New York will spend $861000 ths
year for paving and repairing streets.
The English sparrow undisguised
is said to be taking the place of the
reed bird on Chicago bill- of fare.
The common fiy lays more than 100
eggs and the time from egg-laying to
maturity is only about two weeks.
The Vulcan is a floating workshop
of 6620 tons just launched in Eng-
land. This mammoth is to accompany
a British fleet.
Lyons Neb. claims the champion
wolf hunter in the person of L. D.
Higly who in three weeks killed
sixty-six of the animals. The bounty
on their scalps amounted to $246.
Francis S. Saltus who wrote vol-
uminously over his own name and
that of “Cupid Jones” in newspapers
and magazines died the other day at
the Riverside Sanitarium at Tarry-
town N. Y. He was the elder half
brother of Edgar F. Saltus the
novelist.
John Brooks the Hillsdale county
(Mich. । centenarian celebrated his
103rd anniversary a few days ago.
Mr. Brooks his son James’James’
son Seth ai.d Seth’s daughter Lena
four generations reside under one
roof.
A man in Australia has discovered
a process by which he can season
freshly cut Australian Lumber in less
than seven days. This seems incred-
ible as heretofore it has required sev-
eral years. Steam is one of the agen-
cies employed.
