HOUSE CONCURRENT RESOLUTION 1 WHEREAS, The Mexican border city of Juarez has been plagued 2 with the sexual assault and brutal slaying of over 300 women in.the 3 past nine years; and 4 WHEREAS, Women continue to disappear in the Juarez area 5 almost every month; and 6 WHEREAS, Federal Bureau of Investigation experts suspect 7 that one or more serial killers are behind the killings and that at 8 least one of the killers has access to both sides of the border; and 9 WHEREAS, Some of the victims are as young as 13 years old, and 10 many of them were abducted during broad daylight in well-populated 11 areas; and 12 WHEREAS, A number of the victims were Texas residents; and 13 WHEREAS, These killings have brought pain and frustration to 14 the El Paso-Juarez area as the victims' friends and families on both 15 sides of the border struggle to cope with the loss of their loved 16 ones; and 17 WHEREAS, The United States Department of State blames the 18 limited progress in solving the crimes on police incompetence, 19 prosecutorial ineptitude, and a lack of investigative resources; 20 and 21 WHEREAS, The attention paid to the murders by the local 22 authorities appears to be minimal, as tangible evidence, including 23 the victims' clothing, shoes, and hair, has been found at the scenes 24 of the killings months later; and
