After a few months of somewhat
hampered progress on the con-
struction work in the Dallas area
due to the weather we are begin-
ning to see an increase in the
work activity at this time, especi-
ally the last two weeks since the
weather has moderated and the
rain has subsided somewhat. 911
of ua here, officers and representa-
tives, have been very concerned
and active in the school board elec-
tion, in building the Boys Club
camp at Lake Dallas and several
other projects. It is very vital to
us and to our younger people and
their future.
THE DALLAS CRAFTSMAN
--—......—
In addition to our staff and some
of our members working all of
these projects, Bro. Johnny Mc-
Kee, the recruiter for the Dallas
Building Trades Apprentice Promo-
tion and Training Program has
been working very diligently.
After the North Central Texas
Laborers Health and Welfare fund
meeting at Six Flags, I had another
meeting with five of the top of-
ficers of the International Paper
Company who came over from
Texarkana to confer with us here
in our office on the work on the
paper mill in Atlanta near Tex-
arkana, including the Labor Re-
I lations manager, Mr. Earl Fisk
j and General Manager, Mr. Bennie
O. Mullins.
Looking forward to reporting
next week.
New Eederal Funds
Urged for Public
Broadcasting Corp.
Washington — The Corporation
for Public Broadcasting has j
proved “a wise investment in the I
public interest” and should con-
tinue to receive federal funds, the
AFL-CIO said.
Legislative Dlr. Andrew J.
Biemiller urged a Senate Com-
merce subcommittee to approve
legislation to continue federal
grants through the 1973 fiscal year
and authorize federal matching of
non-federal contributions for pub-
lic broadcasting.
He wrote Subcommittee Chair-
man John O. Pastore (D-R.I.)
that the corporation, set up to en-
courage educational and non-
profit community service pro-
grams, has been "a significant
vehicle for improving the quality
of radio and television broadcast-
ing.'’
Its accomplishments, Biemiller
said, "have exceeded our expec-
tations” and justify continued
support.
’eaves Vietnam and file a joint
return then.
Another possibility is for you
to file a Joint return now indicat-
ing in the space provided for his
signature that he is "serving in
a combat zone.” When reporting
his income, remember that pay
received each month while in a
combat zone by enlisted men and
warrant officers is not taxable.
Commissioned officers can exclude
the first $500 each month.
For more information, contact
your local IRS office. They will
be glad to help you.
Q) If I pay someone to prepare
my return, isn’t he responsible
for it being accurate?
A) No, you the taxpayer are
responsible for the accuracy of
income and expenses reported on
your return. For this reason, it
is advisable to check all the en-
tries on the form before you send
it in. Make sure, too, that the
form you file has the label with
your name, address and Social
Security number attached.
Q) Last year I sold some of
the shares I received in a stock
split. What do I use as my cost
basis?
A) Divide the total number of
your shares in this company’s
stock into the original purchase
price to obtain the average cost
of the shares you are selling. Re-
This colummn of questions and
answers on federal tax matters
is provided by the local office of
the U.S. Internal Revenue Serv-
ice and is published as a public
service to taxpayers. The col-
umn answers questions most fre-
quently asked by taxpayers.
Q) How does the $100 deduct-
ible on a casualty loss work?
A) The first $100 of a non-
business casualty or theft loss is
not deductible. Amounts over that
can be deducted but the loss must
be reduced by insurance or other
reimbursement received or ex-
pected to be received.
The $100 deductible applies to
each loss. This is further ex-
plained in the 1040 instruction
package.
Q) I’ve been unable to get a
W-2 form from the job I had
before I moved here. What should
I do?
A) If you cannot get this W-2,
report all your income and with-
holding as accurately as you can
and file your return on time. Ex-
plain why the W-2 is missing on
the back of the Form 1040 and
tell how you figured the withhold-
ing.
Q) Last year my tax payment
was not properly credited by IRS.
What can I do to keep this from
happening again?
A) Put your Social Security
number on your check or money
order, make this payable to the
Internal Revenue Service, and in-
dicate what the payment is for.
Should your payment be separated
from your return or notice ac-
companying it, this identifying
information will assure that the,
payment is properly credited. Cash
should never be sent through the
mails.
Q Mv father never tuati exit
his citizenship papers. Does that
mean I won’t be able to claim him
as a dependent?
A) If he is a resident of the
United States and the other de-
pendency tests are met, you may
claim him as a dependent.
Q) Can I add my driver’s li-
cense fees and auto tags to my
other state and local taxes?
A) These two items are gen-
erally not deductible. Your auto
tags could qualify, however, if
this fee is based on the value of
your car.
Q) To claim the retirement in-
come credit, is it necessary’ to have
worked each of the last ten years?
A) No, to qualify for this
credit, you need only have earned
at least $600 in each of any ten
calendar years before the current
year. Instructions and the sched-
ule for claiming this credit may
be found in the Form 1040 pack-
age.
Q) I started working last year
when my husband was sent to
Vietnam by the Army. What do I
do about our tax return?
A) You have several choices. 1
You may file a separate return
based on just your earnings and
then when he comes back, amend
it to a joint return for the same
period. This will give you the
advantage of the lower rates for
joint returns. You can also post-
pone filing until your husband
Ins. Guarantees for
Consumer Pressed
Washington—With a stronger
push from the White House,
needed consumer protection could
win congressional approval this
year, the legislative representative
for the Ladies’ Garment Workers
declared.
Creation of a Federal Insurance
Guarantee Corp., fair credit re-
porting and establishment of an
independent consumer agency are
among the key issues that could
be acted upon this year, “if the
President were of a mind to push,”
said Evelyn Dubrow, as she ap-
peared on the network radio inter-
view, Labor News Conference.
Miss Dubrow stressed the grow-
ing need to protect insurance
policy - holders when insurance
companies go broke. “Something
like 135 property casualty insur-
ance companies become insolvent
every year/’ she said. As a result,
she noted more than a million con-
sumers lose some $260 million in
bankrupt insurance companies.
She explained that the Federal
Insurance Guarantee Corp. pro-
posed by Sen. Warren Magnuson
(D-Wash.) would protect policy-
holders in much the same way
that the Federal Deposit Insurance
Corp. now protects individual bank
deposits. The fund, she said,
would be built up through assess-
ments paid by various insurance
companies.
Miss Dubrow said the FIGC
would also help stem the “insur-
ance blackout in the ghettos,”
which now makes it difficult, if

Darrell Manning, member of
Local No. 5 won first place in
the State Apprenticeship Contest
held at the Memorial Auditorium
Saturday, April 11. Darrell was
awarded $300 by the State Con-
ference of Bricklayers to attend
the Southern States Apprentice-
ship Conference to be held in Hot
Springs, Arkansas later this sum- '
mer. He received better than
$200 in other prizes. The Ft
Worth boy finished second and
our other boy, Tommie Lancaster
finished third and lacked only a
fraction of a point winning second
place.
Darrell was awarded the Cham-
pionship trophy, and Jimmy Dick-
erson was awarded the large tro-
phy that is presented by the
State Apprenticeship Committee
to the winning instructor, this is
Jimmy’s second straight win, and
if he wins it a third time he will
keep it. So you can bet he is
going all out for next year’s con-
test
Let me remind you again that
Saturday, May 2 is the Demo-
cratic Primary, if you plan to be
out of town, vote absentee. If you
plan to go fishing, vote before you
go, and you will be glad you did.
Our next meeting will be Tues-
day night, April 21. I will see you
there.
Bro. Wayne (Red) Cumming is I
home and able to move around
some by using two canes. His
injuries are the result of an auto-
mobile accident that hospitalized
him for two weeks, it will be
quite some time before he can
return to work.
It is with, the deepest regret!
that we note the passing of a
friend and Brother J. E. “Jessie”
Monroe.
I became acquainted with Bro.
Jesse in 1936 when we were work-
ing on the V.A. Hospital in Waco,
Texas. He was well-known by
bricklayers throughout the South-
west.
Bro. Monroe held continuous
membership in Bricklayers Local |
No. 5 since June 13, 1936.
He will be missed by many i
friends.
