school shall be maintained at Seabrook and Webster, respectively.
SEC. 15. This Act should repeal any general law or portion thereof
in conflict with the provisions hereof, without impairing any
law applicable to any other subject than the Webster Independent
School District.
SEC. 16. The unequal valuations of property in Webster Independent
School District, the lack of funds with which to properly
maintain the schools of said district and pay the teachers therein living
wages, create such imperative public necessity that the constitutional
rule requiring bills to be read oni three several days, be suspended,
and 1his Act be in force from and after its passage, and it
is so enacted.
[NOTE.-The enrolled bill shows that the foregoing Act passed the
House of Reprcsentatives, yeas 109, nays 0; and passed the Senate,
yeas 25, nays 0.]
[The foregoing Act was presented to the Governor of Texas for
h's approval cn the 8th day of February, A. D. 1923 but was not
signed by him nor returned to the House in which it originated,
with his objections thereto, within the time prescribed by the Constitution,
and thereupon became a law without his signature.]

LAMAR COUNTY.
H. B No 186.1 CHAPTER 8.
An Act to create the Paris Independent School District of Lamar County,
Texas, defining its boundaries and providing for the election of a board of
trustees, investing said district and its board of trustees, with full power,
privileges and duties of towns incorporated for free school purposes only,
investing the trustees with the control of the public schools of sair' district,
authorizing the levying and collecting of taxes for said purposes,
authorizing the appointment of a tax collector and assessor, and authorizing
the said board to be vested with all authority that is vested in boards
of trustees of independent school districts, by the General Laws of the
State of Texas; providing for the assumption and refunding by the
Paris Independent School District as herein defined and established of
all or any part of the indebtedness, bonded or otherwise, of the city
of Paris, Texas, created for school purposes; and repealing so much
of the Acts of the Twenty-ninth Legislature, being House Bill No. 541
entitled "An Act to incorporate the city of Paris and to grant it a new
charter." which in any manner invests the city of Paris with the control
of the public schools therein and especially repealing Sections 73,
74, 75, and 76 of said Act, and repealing any and all other laws insofar
as they conflict herewith, and declaring an emergency.
Be it enacted by the Legislature of the State of Texas:

boundaries the city of Paris, in Lamar County, and State of Texas,
