456 SPECIAL LAWS.
School District No. 12 in Terry County shall be and is hereby
vested in said Hunter Independent School District.
SEC. 17 In all matters not provided for in this Act, the said
board of trustees of said Hunter Independent School District shall
be governed by the General Laws of the State of Texas, applicable
to independent school districts
SEC. 18. The fact that the educational facilities of the territory
within the said Hunter Independent School District are insufficient,
for want of adequate school buildings and insufficiency
of funds to provide school buildings and adequately maintain
the schools, creates an emergency and an imperative public
necessity necessitating the suspension of the constitutional rule
requiring bills to be read on three successive days in each House,
and said rule is hereby suspended, and also creates an emergency
requiring that this Act shall take effect and be in full force from
and after its passage, and it is so enacted.
[NOTE.-The enrolled bill shows that the foregoing Act passed
the House, 104 yeas, 0 nays; passed the Senate, 29 yeas, 0 nays.]

CREATING THE REAGAN INDEPENDENT SCHOOL DISTRICT
IN REAGAN COUNTY.
H. B. No. 470.] CHAPTER 155.
An Act to create the Reagan County Independent School District in
Reagan County, Texas, providing a board of trustees therefor; vesting
said independent school district board of trustees with all the rights,
powers, privileges and duties conferred upon independent school districts
organized under the General Laws of Texas; providing for a
board of trustees for the said district to serve until the time for the
next election of school trustees in independent school districts as provided
by General Law; authorizing the said Reagan County Independent
School District to hold an election to determine whether or
not the said district shall assume and make provision for the payment
of the outstanding indebtedness of the territory incorporated herein;
validating and continuing in force current contracts and tax levies of
districts included in the Reagan County Independent District for the
present scholastic year; and declaring an emergency.
Be it enacted by the Legislature of the State of Texas:
SECTION 1. That the Reagan County Independent School
District is hereby created and established in Reagan County,
Texas, with metes and bounds as follows:
Beginning at the northeast corner of Reagan County; thence
following the east line of Reagan County to the southeast corner
of Reagan County; thence along the south line of Reagan County
to the southwest corner of the said Reagan County; thence
along the west line of the said Reagan County to the northwest
