eral Laws of this State are hereby continued in office until the
expiration of their respective terms and their successors shall
be elected as provided by the General Laws for the election of
trustes in independent school districts organized for school purposes
only.
SEC. 3. That all contracts, obligations, and outstanding indebtedness
of the Richmond Independent School District as
same now exists shall be binding upon the Richmond Independent
School District as established by this Act and it is expressly
provided that the tax for maintenance and for other purposes
heretofore voted by the said present Richmond Independent
School District is hereby validated and made binding upon said
Richmond Independent School District as created by this Act.
Likewise, any and all funds due and owing said Richmond Independent
School District as same now exists shall be payable
to the Richmond Independent School District as hereby established.
SEC. 4. The board of trustees of said Richmond Independent
School District as created by this Act shall manage and control
the public free schools therein to the exclusion of every
other authority, except in so far as the State Superintendent of
Public Instruction and the State Board of Education may be
vested by law with general supervisory authority to instruct
said board.
SEC. 5. The said Richmond Independent School District as
created by this Act shall have and exercise and is hereby vested
with all the rights, powers, privileges and duties of a town incorporated
under the General Laws of this State for free school
purposes only, and the board of trustees of the said independent
school district shall have and exercise all the rights, powers,
privileges and duties conferred and imposed by the General
Laws of Texas upon the trustees of independent school districts
incorporated under the General Laws of this State for free
school purposes only.
SEC. 6. The boundaries of the Richmond Independent School
District may be extended in the 'same manner as is now provided
by General Laws for the extension of boundaries of districts
incorporated for school purposes only, provided that the
limitation of area to twenty-five square miles shall not apply to
the said Richmond Independent School District as hereby created.
SEC. 7. The importance of this measure to the citizens affected
and the crowded condition of the calendar, create an emergency
and an imperative public necessity demanding the suspension
of the constitutional rule requiring bills to be read on
three several days; and said rule is hereby suspended, and this
Act shall take effect and be in force from and after its passage,
and it is so enacted.
[NOTE.-The enrolled bill shows that the foregoing Act passed
the Senate, 21 yeas, 0 nays; passed the House, 106 yeas, 1 nay.]
