1 AN ACT
2 relating to vouchers for tuition and required fees at certain
3 institutions of higher education and excused absences from public
4 school for students who sound "Taps" at a veteran's funeral.
5 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
6 SECTION 1. Subchapter A, Chapter 434, Government Code, is
7 amended by adding Section 434.0072 to read as follows:
8 Sec. 434.0072. "TAPS" TUITION VOUCHER PROGRAM. (a) In this
9 section, "institution of higher education" and "private or
10 independent institution of higher education" have the meanings
11 assigned by Section 61.003, Education Code.
12 (b) The commission shall establish a program to issue
13 vouchers to be exchanged for an exemption from the payment of
14 tuition and required fees at an institution of higher education as
15 provided by Section 54.215, Education Code, to students in grades 6
16 through 12 or at postsecondary educational institutions who sound
17 "Taps" on a bugle, trumpet, or cornet during military honors
18 funerals held in this state for deceased veterans. A voucher must
19 be issued in the amount of $25 for each time a student sounds "Taps"
20 as described by this subsection.
21 (c) The commission by rule shall design a form for the
22 vouchers and distribute the form, with an explanation of the form's
23 use, to each funeral director in this state for issuance to a person
24 who is eligible to receive a voucher under this section. The
