School district, city must abandon apartment idea

In the absence of unselfish,
quality community leadership,
we are often misled. Several
attempts have been initiatedin
recent years to build an apart-
ment complex in Rusk.
The purpose of each endeavor
has been presented as an effort
to advance the community
interest and yet the develop-
ers of all of these projects
have been from distant loca-
tions rather than local build-
ers. The last unsuccessful
effort was intended to appeal
to employees at the TDJC and
MHMR units who hvedin other
communities. The current plan
is to provide housing for Rusk
ISD employees through the
Educational Employee Resi-
dential Concept?) who hve in
other communites.
I hope that the Rusk ISD
superintendent and school
board will abandon this proj-
ect. The plan is fraught with
problems:
• The announcement stated
"In the event there are not
enough teachers who want
to rent, then the apartments
will be offered to Rusk State
Hospital and Texas Depart-
ment of Criminal Justice
employees. Such attempts to
restrict occupancy violate the
discrimination clauses of sev-
eral federal laws.
• The primary consideration
in establishing the viability of
the project is location. The pro-
posed location must be consid-
ered much less desirable than
many of the possible locations
on portions of the several hun-
ched acres already owned by
the RISD adjoining the high
school and junior high school.
This positioning of the apart-
ments wouldpermit manyofthe
employees to walk to work.
Redisricting pleas are
falling on deaf ears

I want to congratulate the
residents of Cherokee, Hous-
ton and Anderson Counties.
It seems that we have finally
arrived.
According to the latest Senate
plan for redistricting, we are
now on the same level as north-
western Tyler.
In fact, we are so economi-
cally and commercially diverse
that we are also on par with
Eastern Dallas and parts of
.\Iesquile. Garland and Balch
Springs.
I am sure that in this redrawn
district that our Metropolitan
brothers and sisters share our
concerns about issues like rural
healthcare.
I would encourage you to
write Austin to express your
opinion about this.
Although I do admit that
pleas against redistricting are
falhng on deaf ears.

- Here's an innovative

future employees in the Rusk
ISD, would a pay scale above
the state base for all of the
teachers be more effective?
• Who would develop and
maintain the necessary
infastructure streets, utili-
ties, security etc.) to support
the development that could
easily cost several hundred
thousand dollars?
• How many new employees
would be required? If the cur-
rent administrative staff has
sufficient time to consider
such a project, perhaps they
might want to reemphasize
as their primary objective,
the education of the children. •

Hunting season is here, you
can feel it in the air. And we
know August is the time to
renew our hunting and fish-
ing licenses.
That is when I discovered
another "non tax that our
Governor was so willing to
put on the backs of those who
love the outdoors.
Last August, a combination
hunting and fishing license
was $32. This year, it is $42.
But that is not the end of the
story.
Next August, you can still pay
the $42 for a combination hunt-
ing and fishing license and not
be able to fish! The right to fish
in salt water will cost an extra
$5 and fresh water fishing will
cost another $5.
So we, the hunting and fish-
ing folks of East Texas, can
add our names to the list of
the select group of people the
Governor did tax this past
legislative session.
We are standing tall right
along with the teachers of our
local school districts and our
children who are attending
State schools.
Thanks a lot. Governor, for
the "no new taxes" legislative
session.

First of all, I have been read-
ing the Rusk Cherokeean for
many, many years now and
enjoy it very much. For a
city of our size a lot happens
and the community is always
aware of the happenings via
the Cherokeean Herald. Good
work guys and gals - keep it
up!
However, when Mr. Rosser
chooses to air his comments,
there seems to always be nega-
tive remarks about whatever
subject matter he chooses to
