CONGRESS CLOSED
On Dec. 23, the curtain on
the first session of the 91st
Congress was pulled down. It’s
been a draggy session and one
that should have ended its
work several months ago. But
the Senate chose to spend
many weary and nonproduc-

A significant vote occurred
when the Senate, using petty
excuses, refused to confirm
the appointment of Hayns-
worth to the high court. An
overriding issue was the Pre-
sident’s desire to provide a
better balance and change the
complexion of the Warrent
Court.
The new year of 1970 is now
unfolding. It’s also the begin-
ning of a new decade. Let us
hope it’s the beginning of
many changes for the better.
This gives me an opportunity
to thank my constituents for
their cooperation and good will

The Boerne Youth Council
wishes to thank Mr. and Mrs.
John Hernandez for allowing
them to store the rummage
sale articles in a room at their
home. This room was being
used by them and they gra-
ciously moved their furniture
to one side to help the Boerne
youth.
The Youth Council appreci-
ates this and hopes someone
in Boerne will come forth with
a suitable place to hold the
rummage sales in. An unused

Appropriations were held
down below budget recommen-
dations, but did include un-
timely increases in upper-level
salaries and failures to cut
back on some existing pro-
grams, plagued with duplica-
tions.
The Congress turned thumbs
down on efforts to write into
the law some needed guide-
lines and controls on expendi-
tures for welfare and poverty
programs, now a hodge-podge
of duplications and pyramid-
ing.
With political overtones, a
Republican - liberal coalition
has refused thus far to allow
enactment of a prohibition
against continued compulsory
cross-busing of students, from
one part of town to another,
ordered by HEW braintrust-
ers, and now supported by
