The following laws are repealed: 4 (1) Section 9, Chapter 1152, Acts of the 78th 5 Legislature, Regular Session, 2003; and 6 (2) Section 8, Chapter 1162, Acts of the 78th 7 Legislature, Regular Session, 2003. 8 SECTION 4. (a) The change in law made by this Act applies 9 only to a director elected or appointed to serve on the board of 10 directors of the Kenedy County Groundwater Conservation District on 11 or after the effective date of this Act. 12 (b) The change in law made by this Act does not affect the 13 term of office of a director serving on the board of directors of 14 the Kenedy County Groundwater Conservation District on the 15 effective date of this Act. 16 SECTION 5. This Act takes effect immediately if it receives 17 a vote of two-thirds of all the members elected to each house, as 18 provided by Section 39, Article III, Texas Constitution. If this 19 Act does not receive the vote necessary for immediate effect, this 20 Act takes effect September 1, 2009.
