Chapter 1343 S.B. No. 184 1 AN ACT 2 relating to "no regrets" greenhouse gas emissions reduction 3 strategies. 4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 5 SECTION 1. Chapter 2305, Government Code, is amended by 6 adding Section 2305.201 to read as follows: 7 Sec. 2305.201. STRATEGIES TO REDUCE EMISSIONS OF GREENHOUSE 8 GASES. (a) In this section, "greenhouse gas" includes carbon 9 dioxide, methane, nitrous oxide, hydrofluorocarbons, 10 perfluorocarbons, and sulfur hexafluoride. 11 (b) Not later than December 31, 2010, the comptroller shall 12 prepare and deliver to each member of the legislature a report 13 including a list of strategies for reducing emissions of greenhouse 14 gases in this state that: 15 (1) shall result in net savings for consumers or 16 businesses in this state; 17 (2) can be achieved without financial cost to 18 consumers or businesses in this state; or 19 (3) help businesses in the state maintain global 20 competitiveness. 21 (c) In preparing the list of emission reduction strategies, 22 the comptroller shall consider the strategies for reducing the 23 emissions of greenhouse gases that have been implemented in other 24 states or nations.
