trustees. Said board of equalization shall meet on the first Monday
of May of each year and shall be authorized to equalize and
fix the valuation of all property assessed for said school district, exclusive
of any and all authority. It is expressly provided that said
board of equalization shall not be governed by the valuation fixed
for State and county, or city purposes. After said board of equalization
has completed its work of equalizing and fixing the valuation
of property within said district it shall cause notices to be issued by
the secretary of the school board to all persons and corporations
or their representatives to appear before said board of equalization
to show cause why such changes in valuation shall not be made. Said
notices shall be in writing and shall state the time and the place for
the hearing of the complaints of those cited which shall not be less
than ten, nor more than fifteen days from date of adjournment of the
meeting of said board at which such change has been made. Said notices
may be served by depositing the same properly addressed and
postage paid in the postoffice at Bowie, Texas. At such meeting
after having heard such objection, said board of equalization shall
make its final decision as to such valuation which shall be conclusive,
and from them the assessor shall make up the annual tax rolls. Said
board of equalization shall be appointed at the first regulr meeting of
the board of trustees in March of each year, at which time the board
of trustees shall designate the time and the place of the first meeting
of said board of equalization.
SEC. 15. The trustees of the Bowie Independent School District
shall have the power to issue coupon bonds of the district in such sum
or sums as may be authorized at an election held therein in accordance
with the provisions of the General Law for the purpose of purchasing,
constructing, repairing or equipping public free school buildings
within the limits of such district and the purchase of the necessary
sites therefor; provided that the aggregate amount of the bonds
issued for such purpose shall never reach an amount where a tax of
one dollar on the one hundred dollars valuation of taxable property
of such district will not pay current interest and provide a sinking
fund to pay the principal at maturity; provided, further, that such
bonds shall bear interest not exceeding six per cent per annum and
may be payable serially, or otherwise, not exceeding forty years from
their date, but when the school buildings are to be of wood material
the bonds herein provided for shall not run for a longer period than
twenty years from their date; and, provided further, that the specific
rate of tax to be levied for the payment of such bonds need
not be determined at the election.
SEC. 16. To facilitate the prompt collection of taxes levied and assessed
against the taxable property within said district and to avail
said independent school district of its lien therefor upon any property
delinquent for taxes, the board of trustees may in its discretion
waive the regular proceedings by law for the enforced collection of
taxes and adopt the extraordinary remedy of direct suit therefor
against the owner of the property so delinquent, and for the foreclosure
of the lien in the form of a suit for debt, and foreclosure ac-
