No. 536 1 AN ACT 2 relating to the voter registration of a person who submits a federal 3 postcard application to vote in an election. 4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 5 SECTION 1. Section 13.002, Election Code, is amended by 6 adding Subsection (h) to read as follows: 7 (h) The submission of a federal postcard application 8 constitutes an application for registration under this section at 9 the voting residence address stated on the application. This 10 subsection does not apply to a person who indicates on the person's 11 federal postcard application that the person is residing outside 12 the United States indefinitely. The secretary of state shall 13 prescribe rules to implement this subsection, including: 14 (1) rules providing directions to court clerks 15 regarding the inclusion on jury lists of persons who submit federal 16 postcard applications; and 17 (2) rules relating to whether a person who submits a 18 federal postcard application is to be considered a registered voter 19 of the applicable authority for the purposes of determining the 20 number of signatures required on a petition. 21 SECTION 2.
