said the trusts should be controled
but they apparently did not read
that Western speech of his in which
lie said that tariff revision was not
the proper remedy.
The empty coal bin which now
prevails so extensively in the North
contrasts somewhat painfully with

may be altogether right but it
would-seem that a resort to arbi-
tration to settle their difference
should be made in justice to the
innocent sufferers. Impartial arbi-
tration can only decide the case on
its true merits and one who has a
just cause should not fear it. "Ihe
fact that the miners are willing to
submit to arbitration while the
operators refuse to do" so puts the
latter in a most unfavorable light.
The esteemed Beeville Bee says
that "The Bkowxsyille Herald is
one of two reputable journals in this
-section which oppose the proposi-
tion to restrict the privilege of vot-
ing to those who discharge thei-r
obligations to the government."

also have a taste of the same cor-
poral suffering. There is justice in

sort of justice to be sure-but there
are some offences -which merit
