liO'iM.FOR IMPROVEMENT.
This U a great and glorious gbv-
vernment of ours but there is some
room for improvement in some of
it.- branches. The recent announce-
ment of the-establishment of an in-
ternational parcels post by agree-
ment bf-tweeaJfeiii'opeftn postal au-
thorities and tlie express companies
uf this country is clear prbof of
the assertion. Heretofore Uiere has
been no arrangement fpr Mjceiving
parcels from foreign counties save
by express although the Europeans
enjoy the privilege of an interna-
tioj; parcel post. Efforts nave
been made to jersuade the United
States government to enter into an
arrangement for the admission of
parcels y mail from abroad but
the request was refused because ''it
would interfere with the express
companies." Think of that and
then don't say any more that this
ountry is not under the control
of the corporations. So the great
and progressive United States in-
stead of carrying the parcels brought
to our .-bores by foreign post turns
that job over to the express com-
panies although European coun-
tries find it convenient and profit-
able to have such parcels delivered
by mail.' Another complaint Amer-
icans may justly make against their
nostal arrangements is the small
sle t which Parcels sent by dom-
. post is limited not over four
i .. itls being permitted to be sent
iii a single package whereas in
England one may use the mails to
send a package weighing eleven
pounds and the cost is less than
that of a four pound package sent
by American post. Here again we
have the express companies to thank
for our limited and costly mail
facilities. There appears no just
cause why the people of the United
States should not enjoy as great
conveniences in the way of postal
facilities and privileges as those of
an European country. Any person
who has ever struggled to reduce
packages for the mail to the requir-
ed limit of four founds and then
had the postmaster to return them
because they weighed just half an
ounce more than four pounds will
probably agree with The Herald
that it is time iot the United States
to improve its postal arrangements
whether the express companies like
it or not.

Police Court" This is in the nature
of a reform as it is done to separate
youthful criminals from the vice-
hardened criminals of matuiye&is

police courts. The necessity for a
court devoted especially to the trial'
of juvenile criminals is a sad com-
mentary urjon.the civilization and'
advance of the present day us it
shows that depravity amongst the
children of our largest cities' must
be extensive. It is true though
that nothing better can be expected
of the babes of criminals and un-
fortunately Natura. does not dis-
criminate against the wicked in the
bestowal of progeny.

line it is fair to presume that is the
price he receives for advocating
the election of Mr. Scott.- If he
does get that muchj he will pro-
bably build a brown stone front
when the campaign is over. But
the men who pay .the money are
paying an awful price; in fact they
are being gouged outrageously.

BRIGHT 3 DISEASE-
The largest sum ever jjaid for a pre
scription changed hands in San Fran-
cisco Aug. 29 1902. The transfer in-
volved iu coin and stock 112500 and
was paid by a party of businessmen for
a specific for Bright's disease.
They commenced the serious investi-
gation of the specific !Nov. 15 1901.
They interviewed scores of .the secured
and tried it out on its merits by putting
over the three dozen cases on the treat-
ment and watclrng them. They also
got physicians to-name chronic incur-
able cases and administered ft with the
physicians for judges. - Up to Aug. 25
eighty-seven per cent of the test cases
were either well or progressing favor-
ably. . . :
There being but thirteen per cent of
failures the parties were satisfied and
closed the transaction. The proceed-
ings of the investigating committee and
the clinical reporcs of the test cases
were published and will be mailed free
