ciation of non-officeholders to se-

bination of offlce holders to subvert gov-

of corporation franchises) and use
their official positions unjustly for these
purposes. These rings have existed In
other communities notably In New
York Cincinnati Chicago. In the ac-
complishment of their conspiracies the
co-operation of the county commission-
ers hat been a nectitlly as these com-
missioners are virtually the county legis-
lature Through the corruption of these
county legislators and tbe connivance
of tbe connty offlocrt whose hooka and
records would be a check upon
proceedings fraudulent contracts have
been made vouchers havo been

services never rendered. Public
works and buildings havo been accepted
as per contract when thelnspectlon has

tween the guilty and corrupt office-
holders. Does any sane man mean to
cram down the throata of tbe people of
Bexar county that any such combination
of dishonest officials for fraudulent pur
poses has an existence In this county?

ficers have been suspected ol falsifying
their books to cover up their fraudulent
practices Who are the men forming
tho ring? Hat the sheriff entered Into a
combination with the contractors to de

the treasurer been suspected of paying
out money on fraudulent vouchers?
Have tbe poor bouse commissioners
been cheating the county In maintain-
ing tbe county poor and dividing tbe
spoils with tbe other officials? Every-
one knows that these things are not so.

of ring against them.
Where then? Is the ory of "King"
oaused by a combination of corrupt offi-
cials to maintain themselves In office or
of no office holders to secure office?
Take the democratic ticket and look over

five candidate! for re-eleotlon among
those now holding office. Take the so-
called people'! ticket and you find eight
of the present office bolder! seeking re-
election through the combination con-

to dercat a candidate under the excite-
ment ot religious animosity It is time to
cry a halt. Every sensible man must
see that In giving loose rein to such
prejudices they are laying the founda-
tions for a long train of evils that cannot

the sanctities of private life and
endeavor to atlr up strife by falsehood

ber minded oltlzeni consider well the
tendencies of thll cry against the Catb-
ollo church before they rush headlong to

hai been reduced to luch desperate
straits as this In order to secure power
and lave It! candldatei from defeat.
Better far that every candidate on both

thing possible than that this war of re-
ligloui Intolerance and bigotry should
