JUST BEFORE THE BATTLE.
San Antonio seems so largely on the
border land between action anil Inaction
o midway between the case or her past
and the energy that must characterize
her future If she have any that It la dlf-
llult If not Impossible to predict how she
will decide upon any given policy or
procedure. Were It not so one would
say at once that there could be no ques-
tion about the result or the proposition
made to our citizens by tho Sun Antonio
and Aransas I'ass railway company.
Were It before a meeting or Kort Worth
or Dallascltlzens that this proposition to
raise $150000 was to come there would
be no difficulty Is tnylng how
the proposal would be met. The citi-
zens of these towns have fulty com-
mlted themselves to the work of railway
extension knowing that In this alone
Ilea their hope for future trade and en-
larged commercial activity. San An-
tonio has not entered upon that work
to any considerable extent. She hits
hardly outgrown her free grass Ideas
and this proposition to subscribe money
forrallwayextenslondoes not harmonize
with her old Ideas. Mexico has very
largely caught the spirit of Improve-
ment; Texas has not been behind hand
especially In the north and mirthenst.ln
taking advantage of every opportunity
offered; this section of Texas seems dead.
Austin and San Antonio alone of all
our considerable cities aro unequal to
the task of entering the lists for com-
mercial connectlois and securing the
needed enlargement of railway facilities
by direct competition with other ambi-
tious rivals. There Is no law of neces-
sity that can make a town prosperous
unless Its citizens Join hands with oppor-
tunity and secure for themselves what
natuae oilers them. Our natural advan-
tages no one can question but
these natural advantages become
our natural damnation If wo
make them stand In place of our
personal efforts enterprise and grit.
This railroad extension into the north-
west Is the means to us of a new lire of
commercial and Industrial prosperity.
Kvery citizen concedes this and yet
there are few who have any abiding
faith In such a general movement of our
people as to feel certain that I lie com-
paratively fmall sum asked to secure this
proposed line Into the great northwest
will be raised. The meeting called for to-
night will be a success if our people
make It so. It will be a failure If they
do not. It is tor them to decide. The
land owners merchants capitalists
business men and citizens generally are
Interested. The success of this enter-
prise means new business activity build-
Ing projeots Industrial lire added capi-
tal manufacturing establishments In-
creased population prosperity and vig-
orous growth. The dereat of this enter-
prise that Is the failure to make it a suc-
cess means stagnation commercial de-
cay Industrial death.

lief that no one man is necessary to the
eternal welfare or this great state. As
a consequence It refuses to make of It-
self an agency for the distribution of
speeches In the Interest of Individuals
for governor. The Banner decides well
and acts wisely
Thk Galveston city directory for 18S0-
87 has been laid upon the IimtT table
through tbo courtesy of the publishers
Messrs. Morrison & Fourmay . It is the
neatest directory ever Issued In this
tate or In the south and Is fully up to
the high water mark of the best eastern
publications of 111 kind. In style and
finish It will sustain the deservedly
high reputation of the publishers.' It Is
a solid work elegantly printed substan-
tially bound contains valuable In form a-
tlon concerning the city of Galveston
and In its advertising pages la decidedly
artistic. It contain 13510 names upon
winch a population or 40000 la esti-
mated. The Increase of names over di-
rectory of 1884-83 being 1135 shows an
Inoreaie In population during that time
of nearly 3500.
Old Statistics of the New Vork Com-
mercial Advertiser has been sold out by
a contributor who essaying to speak
concerning the large cities of the world
places the whole number of cities con-
taining 200000 population and over at
less than half a hundred. Tim census
returns must llo awfully or the compiler
of Hi" Commercial's tables could not see
straight onu or the other. Five years
ngo the number of cities containing

fully prepared census of the cities of the
United States would nearly double that

that there are from 120 to 150 cities In

Nothing but a protracted drouth will cut
this year's crop below the standard of
last year. The prospect of Increased
prices as well as full crops are also good
and It looks at present as though Texas
would largely recover tho ground lost
by the failures or 188:1 and 1881. A good

ant meetings ever convened within her
corporation. A meeting that will have

their worst enemies. Should such a
course however be adopted a publish-
er's union for self protection would soon

strength or this railway extension meet-
ing called for the court-house this even-

supporting It. There should be no ques-
tion of the result. It will bring irsuc-
cessrul a list of commercial blessings In

desired but for which she must work as

Ureor County Lands.
Touching the controversy about the
Ureer county lands. Commissioner
Walsh sums up as follows:
I If the patents aro Issued legally
there hns been no harm done.
2 H Issued Illegally the ttate loses
nothing and the locators who took the
chances lose nil as limitation doea not
run against the state.
.1. The state has the benefit of the as-
sertion or her ownership which has al-
ready been respected.
4 TTic state Is already receiving an
annual rental or $20000 which In 20
years would equal the price at which
her public lands were sold to pay the
public debt and retain four-llftbs or the
territory.
Commissioner Walsh states that Oreer
county contains about 1033000 acres of
nubile land of which about 300000 acres
have been patented by veteran certifi-
cates leaving 8111X10 acres for ruttire
legislation.
Captain Walsh adds: Gov. Ireland
ami his predecessor Gov. Huberts were
like injself convinced of the Justice of
the claim or Texas and I was gratllled
to discover that the laws permitted an
assertion ol ownership. Such assertion
lias already operated to protect occu-
pants under the Texas claim from ex-
pulsion rrom the territory belonging to
the Indians and will do much; 1 am
convinced to secure this (Greer) terri-
tory as lame as the state ol Delaware to
civilization anil wrest It from luzy sav-
aget.
