A DASTARDLY OUTRAGE.
Mary Horton's Room Entered Clothes
Destroyed and Stolen.
One of the most dastardly and llend
Ish outrages Imaginable was committed
on Sunday night at the bouse of Mrs.
William Vance on Houston s reel.
Mary Norton Is a colored woman who
Is cooking for Mrs Vance. Sometime
ago sbo had her husband put under a
teace bond and not being able to give
nnd he went to Jail. They had not
been living together for some time he
being very abusive ami brutal In his
treatment of her. On Similar a friend
friend
of his Hubert Apllng called on Mary In
n drunken condition and abused her
for having lieu her husband put In Jail
nnd In having made the threat that he
would get even with her. After sup-
per Mary being afrsld Apllng would
return went to spend tlm night with
her mother. About 8:110 Mrs. Vance
heard steps In the kitchen anil In I be
cook's room She callen not knowing
that Mary had left the house. No an-
swer was made aid thinking that
probably the cook had visltots she did
not wnrrv. much nlllmimli had a ftelltiir
ol iintaslneHS. On Monday morning the
cook came In and got breakfast and It
was not until about IU o clock that she
hud occasion to enter her room when n
sight met her eyes that look her brea h.
The room was in tbe most utter con-
fusion not nn entire garment to bo
found. It looked as If a cyclone hnd
struck It. Every trunk and drawer hail
been opened and thu contents hsd been
either stolen or cut Into shreds Includ-
ing the feather bed maltrass shoes mid
hats. It Is estimated Ihat. some J .VI
ortb ol clothes had been carried i ll'.
the entire loss aggregating over Jinn
all the woman had In Ihe world.
Discourtesy or Official Favoritism.
It Is the universal rule both of courtesy
and polity that all olllclnl messages and
documents that arc Intended to he de
livered Ion deliberative body shall not
appear In a ptiblln Journal prior to such
delivery and the breaking nflhUriile
on Ihe part of the newspapers Is rnnsld-
ered tbe culmination of discourtesy to
wards the olllclnl delivering such mes-
sage or document and on the nnrl of
sttcli otllclal giving such message or
document to a newspaper to he pub
lUhrd In advance of lis contemporaries
i oi grohs ami migrant invorlllsm.
ie In point occurred veslerdav In
regard in the opinion ofthe Clly Alter-
uei oa the Water-works iiiiesllon. The
document was Intended to be delivend
from Ihe desk of the Cltv Executive In
open council and eiiinn under thu uni
versally recognieti rule above quoted

tirlnlid In the columns of the Times
some time before its delivery Was It a

was It a caso of olllolal favoritism on
His part ol said olllclalr As the docu-
ment was printed In pamphlet form nt
the Times olllce the question arises by
what authority was It so published. In
view of the fact that the l.imn Is tho
olliclal newspaper of tho city of San An-
lonio nun auoiuciai printing to be palll
for hy the city must be done In this pa-
per. The question now arises: was said
pinion an olllclnl document lo be pa d

given to the legally authorized city pa-
per to print f If not a legal document
oT a city olllolal what la It and who
