WestLaw System
Operative Soon

Westlaw computerized re-
search system has been pur-
chased for the STCL library, Mrs.
Frances Thompson, STCL law
librarian announced.
Officially, plans for the physical
expansion of the library, how-
ever, a favorable agreement for
the Westlaw system has accel-
erated the installment of the
facility.
"Operation is dependent on
receipt of Bell & Howell equip-
ment," said Mrs. Thompson, and
should only be a matter of days,
noting that print-out paper has
already been received from West.
Thompson's staff has already
received a manual of operation,
and the library staff is preparing
for a three-day course to learn the
skills needed to use the system.
The agreement with West
limits actual on-time research to
50 hours a month, though super-
vised "play time" will be un-
limited. "Play time" refers to
access limited to learning the
functions of the system rather
than actual legal research.
Availability is contractually
limited to students, and by
agreement law firms will not be
permitted to use the computer
terminal for their research.
Prof. W.B. Wharton is current-
ly devising a regulatory scheme
to insure the integrity of the
program. It is anticipated, noted
the head librarian, that computer
access will be on an Honor Code
basis, and that violation of access
rules will be treated as Honor
Code infractions.
In addition to acquiring West-
law, Mrs. Thompson has placed
Susan Pepper in charge of making
the audio-visual facilities avail-
able on a full-time basis. The
Audio-Visual Room will be open
week-days, 9 to 5. It is not
available as a general study hall,
but will be limited to actual use of
the A-V equipment. Cassette
equipment is available to allow
students to transcribe tapes of
class lectures. The facilities are
also equipped to copy library
tapes.
Available for student use are
State Bar resource tapes and a
series of programs on Betamax.
Access will be controlled to avoid
further depletion through misuse
and theft.
PARKING
Now that the parking lot adjoining South Texas is
free, those non-students who park there are going to
have their cars towed away. Big deal, you say? But how
is the tow-er going to tell the student from the tow-ee?
Granted, you could leave Volume 24 of Tex Jur on your
dash, but there must be an easier way. Relax, there
is . . . buy a STCL sticker for your car. It won't
guarantee that the Meter Maid will leave you alone or
that your grades will suddenly soar to over 90, but, it is
the only way for us to tell that you are a student if you
park in our lot. So . . . for only $1 you can adorn your

Seminar on Suicidal Clients
The first of a series of special
presentations relating to the
suicidal client will be presented
on November 11, 1980, at STCL.
Maureen O'Shea, Dick Rogers
and Cristie Rogers, students who
have training and experience
related to the subject, will present
selected material.
The guest speaker will be Dr.
Thomas Welu, a suicidologist
currently working with the Harris
County Medical Examiner's of-
fice. Dr. Welu specializes in
so-called psychological autopsy or
pre-death behavior analysis
which can help the forensic
pathologist distinguish homicide
and accidental demise from self-
destructive events. Dr. Weigel of
STCL will moderate the pro-
grams.
The subject is of considerable
importance to attorneys, and the
series is designed to assist them,
not only with the legal issues
attendant to the taking of one's
life, but also a format for
recognizing and contending with
the suicidal client. Members of
the Bar, as well as students, are
welcome. The room location will
be posted the first week in
November.

"Outstanding Faculty Member"
Awards Changes Proposed
by Frank Staggs
The "Outstanding Professor
Award" given annually at South
Texas College of Law is facing
extinction. Ben Stevens, mid-law
SBA senator, formally introduced
a motion to abolish the award at
the October 27 Board of Govern-
ors meeting.
The motion recommends
"that an award for excellence be
given annually to a full time
professor and an adjunct profes-
sor," in its place. The maximum
number of awards that may be
given, under the new proposal,
would be-to 3 full time professors
and 2 adjunct professors. The
receipients would be determined
by the Board of Governors.
Board members have been
considering such a move for some
time. Several senators have
previously expressed dissatisfac-
tion with the current method of
selection of an "Outstanding
Professor". Under the present
system, inadequate attention has
been paid to many upper-level
and specialty teachers, it is
contended. Stevens maintains
that the proposed awards would
more adequately recognize those
professors.
These awards would not be
mandatory upon the Board of
Governors, and would only be
granted upon the strict conditions
imposed by the proposal.
The senators are expected to
vote on the measure at their
November 13 meeting.
