munication with home. President Wil-
son. It is true. Is able to exeretse a

foreign affairs but there are many
aspects of the big situations on which
only the secretary of state can pass.
Then why has Mr. Colby gone? The
official announcement explains it is
necessary that he return the visits of
the presidents of Brazil and Uruguay.
But Gen. Pershing could have done
that as well if it Is merely a matter
of courtesy. And there Is no hurry
to return the visits of the prince of
Wales and the king of Belgium.
Again why?
Big Combinations of Latins.
Perhaps the answer will be found
in some widely scattered 'circum-
stances which have been quietly
cropping up in world politics within
recent weeks. They have startled the
statesmen of some of the big powers
because of the proof that Spain bad
quietly formed an Incipient league of
Latin peoples within the league of na-
tions and that the new combination
was determined to have a real voice
In the future conduct of world affairs.
This combination has already brought
about some dramatic upsets at Geneva
and elsewhere. It undoubtedly has
made Washington sit up and take
vigilant notice because of Its un
deniable threat to the Monroe
trine.

bearings of this highly irapertant. in
ternational development but here are

fonso was working rapidly for a real

international gatherings they would

tween his forehra minister and the
envoys of Cuba Argentine. Peru and

made for united actfse In the Geneva
conference the International postal
conference in Madrid and the confer-
ence of chambers of commerce.

message to king Alfonso in which
they said they were "gathered to
show their affection" for the Span-
iards and expressed their "warm sym-
pathy and best wishes for the pros-
perity of Spain and the royal family.
King Alfonso in his reply spoke of
the "nations to which we are united
by ties of traditional and fraternal af-
fection which I hope will become
closer."
(4). Infanta Fernando was sent by
king Alfonso to attend the celebra-
tion of the 400th anniversary of the
discovery of the straits of Magellan
which was an occasion for marked
expressions of Spanish sentiment In
South America. Senor Rodriguez
bead of the prince's suite made this
frank statement in Chile:
"The task of bringing about a Spanish-American
rapprochement Is one of
the ideals of kins Alfonso. I believe
Ihe spirit which animates count de
Leon in the league of nations as-
sembly is the result of dose contact
with king Alfonso and has for Its
purpose the putting into effect of
king Alfonso's ambition to bring
aoout a complete union or interests
and ambitions of all nations of Span-
lan origin.
Spanish Colonies Take a Hand.
(5.). Spanish colonies in South
America have asked that they be per-
mitted to elect members of the par-
liament in Madrid and the govern-
ment is seriously considering the ldea.

same rates aa obtain in the domestic
mails. When the agreement became
public the European nations took some

tions but these had no effect on the
accompllsned fact."

bers of commerce of the world which

of better business cooperation the
Latin nations have again been found
acting in close accord.
(). King Alfonso Is to make a
great tour of South and Central Amer-
ican states next spring or summer es-
corted by a naval squadron. Cuba
will be included in the tour. Madrid
despatches say: "His Idea la to pro-
mote a Spanish speaking entente so
that the countries forming it will
exert combined action in the future
in a diplomatic way."

There are two excellent reasons
why the Ijatin-American nations
should drift toward union with the
older LAtin nations and especially
ivnitni spam.
They fear an Aneio-Saxon combina
tion for .control of the world's af-
fairs. They fear the "Colossus of the
North" which is their name for the
United States will uss the Monroe
doctrine to rule all the western hemi-
sphere. They- beheld at the Paris peace con-
ference the spectacle of premier
Lloyd George and president Wilson
dictating almost sverything that was
done of a practical sort. They saw
Britain carry off the "lion's share"
of the spoils in the eastern hemi-
sphere. They did not fully trust onr
Ideals and there were manv rumors
that president Wilson. In the secret
sessions had made bargains to make
certain that the United States should
have Its way In the west In return
tor giving Britain her way In the
east anu in isurope.
I have never found anv foundation
for aueh lepoits. but they have wide
belief. They have ben heloed elnnar

America for combination of the two
nations to set the world aria-ht. The

and other propagandists have not been
lost on tne Latins.

ribbean. They expect to see us march

fear that the Anglo-Saxon peoples
will get together and rule all the
others by the weight of their mili-
tary and financial power the oppor
tunity was presented to Latin states-
manship to form a new and powerful
combination. Alliances are always
built on fear.
King Alfonso was the shrewd
statesman who seized the opportunity.
The world has been disinclined to
take seriously this descendant of a
line or kings who nave oeen noted
more for profligacy and corruption
than for qualities of leadership. But

write his name large in history.

From Jobs In North

ceived from some of the negro la-
borers attracted by high wages In the
north indicate that many of them are
anxious to come back to their Georgia
homea.

the factories are either shutting down
or cutting down their forces of work-
men and as a result many nave been
thrown out of employment and with
cold weather coming things are be-
ginning to look serious. One negro
who waa a prosperous farmer for
yean before leaving here begged his
former landlord In a letter to pay his
transportation back home and said
he would never again leave the sonth.
The lure of high wages la the
north Induced many negroes to leave
Monroe county bat It Is believed most
of them sre planning to return. On
account of the labor shortage on the
farms many of the landlords have
offered to help them return.
SPANISH CORTES WARNED.
London. Eng. Dec 20. Represent-
atives of the great powers in Madrid
lead by Col. Joseph Willard. the
American ambassador have prepared
a warning to Spain to the effect that
they view with disfavor attempta of
certain elements in the cortes .to
strangle foreign enterprises in Spain
through high taxation and other
means. It was announced here today.
