of Activities for the Tarleton Center
Advisory Board (T-CAB), has writ-
ten a letter to the member of the,
TSU Inter-Fraternity Council (IFC),
accusing the Tau Kappa Epsilon

ZERO WEATHER: The cold front that blew into TSU last
week closed school as well as many local businesses.
Only essential personel were required to brave the
weather and report to campus. Tarleton was able to
begin classes on a normal schedule Monday even though
natural gas shortages prevented many local institutions
around the area from opening their doors. The physical
plant was able to revert to an alternate fuel source. See
Arctic Page 3.
Faculty development planned tomorrow

ment Workshop this Friday,
February 10. Classes for students
will be canceled to allow faculty to
devote the entire day to the
workshop.
A major concern for many peo-
ple involved with education is the

Texas Academic Skills Program
(TASP). The purpose of TASP is
to provide information about the
reading, mathematics, and writing
skills of students entering Texas
public colleges and universities.
According to Dr. Dennis P.
McCabe, Vice President for
University Operations, "TSU, like
any campus, is improved through
and with people. The staff needs to
keep knowledge updated and focus
on issues that have an impact on
everyone at TSU. TASP is one of
the biggest issues we are focusing
on in this workshop."
Dr. Mary Ann Lipford, Director
of the Teaching and Learning
Center, will begin the morning with
an introduction*io the workshop.
TSU President Dr. Barry B.
Thompson will then speak about
"TASP - The Challenge''.
Also, Dr. McCabe will make a
presentation entitled "TASP — The
TSU Model". In his talk, he will
discuss Tarleton's efforts in respon-
ding to the legislative challenge.
Each institution has given a
response to TASP and TSU has the
flexibility to design its own pro-
gram, McCabe said.
' 'One area we must address is that
you must have an advisement pro-
gram for all undergraduate studies.
We are looking at a new way to han-
dle advisement, which includes the
low scoring students," McCabe
said.
This particular area of the pro-
gram will be further enhanced by a
presentation by Dr. Bob Fain, Vice
President for Academic Affairs, and
Dr. Don Zelman, Professor of
Socfal Sciences.
"TASP - Texas Update" will be
the next presentation on the agenda
and will be discussed by Dr. Ron
Swanson, Associate Program Direc-
tor of the Higher Education Coor-
dinating Board. He will provide an
overview of the effects of TASP on
a state-wide level, and he will
discuss late breaking changes in
rules and regulations of TASP. The
procedure for placement of students
in proper courses will also be
discussed.
"If they do well, they (the
student's) are placed in regular
freshman courses; otherwise, they
are placed in specific courses,"
McCabe said.
(TKE) Fraternity of deliberately in-
tercepting donations from
restuarants and stores in the
Stephenville area meant for T-
CAB's use in a function titled
"Casino Night".
The letter reads as follows:
February 2, 1989
To the Members of IFC:
During the week of Men's Rush,
I witnessed some inexcusable ac-
tions taken by several members of
the Tau Kappa Epsilon Fraternity.
On January 17, 19B9, I was ap-
proached by two members from
TKE who asked to borrow T-CAB's
Casino Night items. 1 explained to
them that we were not loaning out
our Casino Night items because they
were new and because our Casino
Night was in less than a month.
Michele Nance, T-CAB Secretary,
and I suggested places where they
might be able to rent or buy their
own layouts. The two men said they
understood and left the T-CAB
office.
' On January 24, 1989. I was ap-
proached by numerous members of
the TKE fraternity asking to use the
Casino Night layouts. I explained to
each person in great detail why we
were not renting the Casino Night
layouts. Later in the evening I'was
approached by the President of the
TKE's who was appealing my deci-
sion. I told him, as I had told other
members, that we were not going
to rent the Casino Night layouts
because they were new and our
Casino Night layouts because they
were new and our Casino Night was
in three weeks. I felt badly about not
being able to help the TKE's with
their Rush Party, so I agreed to give
them some play money. Later that
evening, I discovered the old Casino
Night layouts, so I called the frater-
nity president to tell him that they
could rent the old layouts for a $50
fee and the money could be rented
for a .$10 fee. On January 25th, a
member of TKE came by and pick-
ed up the play money.
On January 26,1 went to work in
the T-CAB office only to find a let-
ter in my desk from Michele Nance,
T-CAB secretary, and Rhonda
Tucker, T-CAB Board member.
This letter stated that they had been
collecting donations for Casino
Night and they ran into a problem.
Another organization from Tarleton
had been collecting for their own
Casino Night and when the business
owners asked if they were from T-
CAB, they said YES!!! It would
have been impossible for another
member from T-CAB to go out and
collect prizes for our Casino Night
because only the Exec, officers are
collecting the prizes.
I would like to submit the follow-
ing proposal to IFC and ask to have
T-CAB members present when it is
discussed in our meeting:
1. At no time during any Men's
Rush will the name "Casino Night"
be used.
2. The members of Tau Kappa
Epsilon make a monotary donation
to T-CAB so that we can purchase
prizes for our Casino Night.
3. The members of Tau Kappa
Epsilon send apologies to the
businesses who T-CAB sent letters
to from whom they colle*. '!

I think that you will agree that the
members of T-CAB have a right to
protect an activity which they .have
worked for five years ari^l 1 hfelieve
that the above mentioned rules will
help do that.

Graff told the J-TAC that there
were two specific instances in which
she was led to believe that goods set
aside for T-CA& were diliberately
intercepted by TKE: Two T-CAB
representatives, Michele Nance and
Rhonda Tucker, she said, went to
Movie Visions, a video rental shop
on 2275 N'W Loop, to collect the
store's T-CAB donation. They were
then informed by the store manager
that the donation had already been
picked up by T-CAB represen-
tatives,she said.
When questioned by the J-TAC:
Nance and Tucker said that they
were informed by a female Tarleton
student at that point that the "T-
CAB representatives" were in ac-
tuality members of TKE. They said
that they went to "The Cleaners",
a cleaning shop located on 631
Lingleville Highway: that same day .

SMOKE SCARE: A side effect of the recent cold snap in-
stigated a fire in the Science Building Tuesday morning.
Students and faculty in the building were annoyed by the
smoke from the smoldering blaze located near the North
entrance of the building. The fire was apparently caused-
by the ignition of leaves by a torch operated by grounds
crew members intending to melt the ice from the side^S.i, j
