that senor Underwood will be the
real leader in congress. He is V man
who believes In caucus and party
harmony and not in imposing his own
views. He gave an example of leader-
ship tn the days Just before Demo-
cratic success in 1912 and won pres-
tige enough to be regarded as a
presidential possibility. He is per
sonally popular and 'will have little
atiiieuity w getting cooperation.
To Hear From Wilson.
Outside of the nails of congress the
question of leadership of defeated
party is more or loss abstract any-
way. Wood row Wilson himself will
bave a few things to say in print
just as Theodore Roosevelt used to
do and probably the Influence of lir.
Wilson will not be without consider-
able effect.
Instead of one gtm bombardisw the
Republicans the Democrats expect to
have several. The taxation program
of the Republicans will be scruti-
nised with esperlsl ears as will the
effort of the Republicans to cut down
the cost of living and bring- back lib-
erty bonds to par. as pledged in the
campaign by president-elect .Harding.
All this may sound like premature
partisanship but the Democrats have
determined not to embarrass the next
president in any way. hot merely to
keep calling; the attention of the pub-
lic to the mistakes that may be made.
The Democrats feel that the success
of America has been party govern-
ment and the activity of one political
party in always acting as a check on
the other.
Instead of lettfeg the Republicans
have the whole field to themselves

play the part of opposition of party
Just ss the Republicans did la the

of it all is the subHme confidence of
the Democrats that they will recap-
