Various Conclusions Affecting Repub-
lican National Conventions Are
Reached by Lcp;al Committee.
Detroit Mich. Dec. 5. Delegates to
the Republican national conventions
shall be chosen according to the laws
of the states they represent instead
of according to the discretion of the
national committee. The committee
has authority to change the manner
and method of choosing delegates to
futsre conventions as te "-provide-that
delegates be chosen in such manner as
the laws of the several states may
from- time to time provide.
The national committee has no au-
thority to change the basis of repre-
sentation and voting in national con-
ventions. The national committee has the 'au-
thority to call a special national con-
vention of the party the legal form
of which a call is provided by -the
legal committee.
These conclusions arc reaehed in an
opinion made public here "today by
Charles B. Warren of Detroit chair-
man of the legal committee appointed
b the executive committee of the Re-
publican national committee. -
The executive committee in Wash-
ington May 24 last adopted a resolu-
tion requesting the chairman to call
a meeting of the national committee
to be held within 60 days after the ex-
piration of the special session of con-
gress. onvened in March. 1913. The
national committee will consider
among other things proposed plans for
party reorganizations. The legal com-
mittee was named to make a detailed
examination of the questions that
would arise. Mr. Warren who wrote
the opinion now submitted is a new
member of the national committee. He
was one of the lawyers for the United
States in the arbitration with Great
Britain before the Hague tribunal of
the North Atlantic fisheries contro-
crsy. The opinion Is concurred in by
the other members of the legal com-
mittee who are United States senator
Wesley L. Jones of Washington: rep-
resentative James R. Mann. Illinois:
James A. Fowles of Tennessee former
assistant attorney general: Wm. Mar-
shall Bullitt of ?few York former so-
licitor general: Roy O. West of Illinois
and Sherman Grange of Ohio.

The figures have just been compiled
by Dave Sullivan city assessor and tax
collector. They will be made the basis
for fixing the ta rate after the mayor
and council have made up the budget
of probable expenses for the coming j
