B-52 long range jet bombers made
by Boeing or B-58 supersonic med-
ium bombers made by Convair.
The Senate action appeared to
limit additional purchases to the
Bceing B-52. but this was subject
to argument and later -iecisions hy
both the Senate and House.

indicated that both sides of Con-
gress pre not yet ready to drop
reliance cn the manned bomber as
a key part cf the nation's defenses.
But both it pnd the companion

Tne meeting of the foreign minis-
ters of the North Atlantic Treaty
Organizaticn in Oslo. Norway,
comes at a more auspicious time
than could have been hoped for
one week ago. At that time it ap-
peared that the conference was
coming at the worst possible time
for the NATO foreign ministers to
get their first personal closeup of
the new U. S. diplomatic team
headed by Secretary of State Dean
Rusk.
Following the embarrassment re-
sulting frcm the failure of the Cu-
ban invasion, Rusk's meeting with
his F.uropean colleagues was ap-
proacning at a .litficult moment.
Also, following the first burst of
enthusiasm for the Kennedy ad-
ministration. questioning and Skep-
ticism had begun to set in. In fact.
United States prestige had suffered
a series of setbacks, among them
the deteriorating situation in South-
east Asia and the Russians putting
a man into orbit. Then came last
Friday and our spectacular come-
back in the soace race. It was
hailt.1 throughout the West as re-
assuring evidence that the United
States was moving well along to-
ward overtaking the space lead of
tne Russians.
In the period of one short week,
the European attitude of doubt was
largely dispelled, and Rusk found
himself on much firmer grour.l as
the Oslo meetings started. The
first formal session Monday was
secret, but Rusk's remarks were
later given to newsmen. Rusk
made it clear that the United States
intends to maintain its presence
in West Germany even if the Rus-
sians sign a separate peace treaty
with the East Germans. Rusk also
forestalled some hard questioning
by his fellow ministers by making
forthright statements on U. S.
policy in Cuba, southeast Asia and
the Congo.
Rusk still nas the task of further
outlining U. S. policy to many
of the delegates who are only fa-
miliar with Kennedy administra-
tion policies through what they
re:.1 in the papers. Rusk is under-
stood* to realize that one of the
most important aspects of the
conference is the opportunity it
gives for all parties to size up one
and to form personal relationships
for the years ahead.
