WASHINGTON iff — Secretary
of State Rusk said yesterday the
United States full intends to main-
tain its position on Berlin. How-
ever, Rusk refused to tell a news
conference for what period oY
time that polcy will prevail. He
said the Berlirf problem must be
viewed in thc context of the whole
problem of German's future. He
reiused to discuss cither the speci-
fic issue of a troop cut in Berlin or
the general problems of a broad
German settlement. He indicated
these are under review.
Rusk said as rious situation would
he created in the United Nations
Red China were seated and na-
tionalist China ousted on an argu-
ment of credentials. He said the
matter of Red Chinese membei ship
is a problem ol far-reaching politi-
cal importance.
Rusk said the U. S.. Britain anil
Russia should be able to reach
agreement oil a treaty banning nu-
clear weapons tests if negotiations
are conducted in good taith. The
talks resume March 21st.
The Secretary of State said the
crisis in Laos is still under nego-
tiation among the interested gov-
ernments. including Russia. He
denied there is a real stalemate.
lie said the U. S. government
symphati/es with the concern of
the people of Scotland who have
clear submarines at Holv Loch,
protested the servicing o'i U. S. nu-
The difficulty, he said, is that such
developments as the Holy Loch
base are related tothe security and
defense of the free world.
Rusk announcd that he will ily
to Ankara. Turkey, for a meeting
of the Central Tieaty Organization
late in April. Later this month, he
is going to the Southeast Asia Tre-
aty Organization session in Thai-
land.
On other subjects. Rusk said the
United States feels that Latin Ame-
rican governments must do every-
thing possible to help themselves.
He said the U. S. is giving very ur-
gent study to mrther restrictions on
imports from Cuba. He mentioned
particularly molasses, fruits, ve-
getables and tobacco.
" lie said the state visit by Presi-
dent Bourguiba of Tunisia is warm-
ly anticipated. And he said thc
U. S. is disappointed that the War-
saw ambassadorial talks with Red
China did not show p>-..pects of
opening up the question of an ex-
change oi newsmen between the
two countiics.
